Full-text downloads of NBER Working Papers are free for:

    Individual Subscribers and Affiliates of Institutional Subscribers to the NBER Working Paper Series.
    Corporate Associates
    Journalists
    U.S. Government employees and military personnel
    Residents of developing countries

Note that Working Paper abstracts are freely available to everyone.

If you are eligible and wish to determine whether you are already authorized for free downloads, you should browse /papers/w0000. If you are authorized, you should see "This paper is available in PDF (2 K) or HTML(0 K) format."
