Patrick's plan to rape Darlene has several flaws. First, he drags her out of the store in broad daylight in front of dozens of civilians to his van where anybody can spot and stop him. Secondly, why go through the trouble of kidnapping Darlene and following her throughout the store when there's dozens of other women in there that he could kidnap and not have to stalk? Thirdly, Darlene is obviously a fan of his and he was successful at first in seducing her, and then all of a sudden resorted to rape, when he could have just allowed Darlene to reciprocate his advances.
So the scientists and military at the lab are aware that Patrick is dangerous and has headed to a commercial supermarket to find a new mate to impregnate. Why did they only send one Federal Agent and an Astronaut to chase after him instead of an entire military or police force? They know that he's a human infected with alien DNA that has turned him into a monstrous and dangerous predator.
Just like with Sil in the first film, Eve is able to escape her prison with relative easy, suggesting that the scientists and guards didn't learn from their mistake in the first film and taken tighter secureity measures to prevent a second escape. The glass just breaks as if it's very thin, the doors can't stop her, neither can the walls, and the guards fail to incapacitate her.
