Redundant: according to the source line, this is a PNG rendering of File:Coat_of_arms_of_New_Spain.svg. I took a quick look and I think it comes from an earlier revision. The Mediawiki software generates such PNGs as needed, so there is normally no need to upload them separately. If the old version of the SVG is better than the current one, the SVG could be reverted, or a split could be done so both versions are available (in the SVG format).
