The reason was that it was garrisoned by a private army contracted to British South Africa Company aka Cecil John Rhodes, CEO and Empire builder. It was only when the civilian population grew too large and unruly that Rhodes requested the British army to take control which later lead to the official assumption of Crown Colony in 1924 Southern Rhodesia.
