Natalia Vladimirovna Poklonskaya (Russian: Ната́лья Влади́мировна Покло́нская, IPA: [nɐˈtalʲjə pɐkˈlonskəjə], Ukrainian: Наталія Володимирівна Поклонська, born 18 March 1980) is the Prosecutor General of the Republic of Crimea, currently administered as part of the Crimean Federal District. She rose to prominence in March 2014 on the Internet when a video of her first press conference as Prosecutor of Crimea went viral, which in turn inspired anime-style moe fanart of her.

Biography

Early life and Ukrainian service

Natalia was born 18 March 1980 in the village of Mikhailovka, Voroshilovgrad Oblast (today Luhansk Oblast);[1] later in 1990, her family moved to Yevpatoria in Crimea.[4] Poklonskaya graduated from the Yevpatoria branch of the Kharkiv National University of Internal Affairs in 2002.[5] She then worked in the Ukrainian Prosecutor's Office, initially serving as an assistant prosecutor to the Acting Prosecutor of the Republic of Crimea.[1] She was the assistant attorney of Krasnogvardeisky district in Crimea from 2002 to 2006, and the assistant attorney of Yevpatoria from 2006 to 2010. Between 2010 and 2011, she was the deputy chief of a surveillance law enforcement unit of the Prosecutor's Office of Crimea which was responsible for dealing with organised crime.[1]

In 2011 in Simferopol, she acted as the state prosecutor in the high profile trial of Ruvim Aronov, a former deputy of the Supreme Council of Crimea being charged with membership of an armed gang named Bashmaki (lit. "The Boots") and organization of murders committed with extreme cruelty.[6] In the same year, she was appointed the inter-district environmental prosecutor of Simferopol.[5][7][8] Following that, she was transferred to the Ukrainian Prosecutor General's Office in Kiev, where she served as a senior prosecutor.[5][9]

From October to December 2012, Natalia worked as head of the prosecutors with the proceedings of the Court of Appeal of Crimea, and later after December 2012 up until March 2014 she was a senior attorney of the 2nd division of the General Directorate of Internal Affairs involved in pre-trial investigation and public prosecution management supervision with oversight of law enforcement in criminal proceedings.[1]

On 25 February 2014, Poklonskaya handed in her resignation, stating that she was "ashamed to live in the country where bandits were allowed to walk the street freely" (a reference to radical Euromaidan activists). The resignation was not accepted. Instead, she was given a vacation and left Kiev for Crimea where her parents lived.[5] In Simferopol, Poklonskaya offered her help to the Crimean government.[10]

Crimean and Russian service

While the Autonomous Republic of Crimea sought independence from Ukraine,[11] Poklonskaya was appointed Prosecutor of Crimea on 11 March 2014, a newly created position.[12][13][14] Poklonskaya was appointed to the position by Sergei Aksyonov after the position had also been reportedly rejected by four other men,[10][14][15] including the former Vice-Prosecutor of Crimea, Vyacheslav Pavlov.[16] She had previously voiced criticism of the opposition protests in Ukraine and described the change of government in Kiev as an anti-constitutional coup.[9][17] In response, the Ukrainian government launched a criminal case against her and stripped her of the civil service rank of Counsellor of Justice".[9][17]

On 18 March, a treaty was signed unifying Crimea with Russia.[18] On 25 March, Russia confirmed Poklonskaya would continue in her role as chief prosecutor for Crimea.[19] On 26 March, Poklonskaya was listed as a wanted criminal on the website of the Ukrainian Ministry of Internal Affairs.[11][20] She was charged with violating Article 109, Part 1 of the Criminal Code of Ukraine, under the stipulation that she was involved in conspiracy to overthrow constitutional order or seize state power.[21] In response, the Federation Council of Russia declared the charges laid out by the Kiev government against Poklonskaya as a "bluff".[22] On 27 March 2014, Russian Prosecutor General Yury Chaika bestowed the rank of Senior Counsellor of Justice on Poklonskaya.[18][23]

Immediately following her appointment as Prosecutor, she was involved in an investigation in the violent attacks committed by Berkut members.[15] On 4 April 2014, Poklonskaya gave the approval for the Russian FSB to begin an operation to arrest Yevgeniya Pomelova, the assistant attorney of Yalta, as part of a larger bribery case.[24][25]

Personal life and family

Poklonskaya is divorced and has one daughter. Her hobbies involve piano and drawing.[26] Her parents are both pensioners living in Crimea,[4] and both her grandfathers died during the Second World War, with only her grandmother surviving German occupation.[15]

Internet popularity

On 11 March 2014, a five minute video of a press conference given by Poklonskaya when she assumed the office of Prosecutor of Crimea that same day was uploaded to YouTube.[27][28][29] An excerpt of the clip was reposted by a Japanese YouTube channel,[30][31] catching the attention of Japanese internet users due to her perceived cuteness;[32] the video later also went viral in China,[33] with coverage from national Chinese news outlets.[34][35] She was noted to have been subject to widespread discussion on numerous online communities worldwide including Reddit, Weibo, and Vkontakte.[32][33] Following her press conference, an onslaught of anime-style moe fanart of Poklonskaya was created and uploaded to the internet, most notably on the popular Japanese artwork-sharing website Pixiv.[36][37][38] This was reported by major Russian,[5][13][38] as well as international media outlets.[32][9]
