[edit]From Ancient Greek ὑπουργός (hupourgós, “servant, helper”), from ὑπό (hupó, “under”) + -ουργός (-ourgós, “worker”) (see ἔργον (érgon, “work”)).
The modern sense is a semantic loan from Italian ministro.
