Add notebook on plotting fractals (numpy#93)
Adds a notebook on visualizing fractals created via iterative function analysis. Includes examples from Julia sets, Mandelbrot, Newton Fractals and others. Co-authored-by: Ross Barnowski <rossbar@berkeley.edu> Co-authored-by: Melissa Weber Mendonça <melissawm@gmail.com>
