Consolidate NuGet CLIs (commands and functionality)

Today NuGet has multiple CLIs like nuget.exe, dotnet.exe, nuget.exe on Mono with varying set of commands and functionality. This spec is aimed at consolidating the NuGet CLIs towards a set of standard commands and functionality.
