This change moves the API documentation previously contained in a single
index.rst
file to a set of different files, one for each Python module. The master index file is still there, but only to list the modules.This makes the API documentation more modular and it makes it conform to the more common layout Sphinx and Readthedocs expect. It also fixes the sidebar TOC issues on Readthedocs.
