bug: only groups that already have members are suggested on the IdP sync settings page #16988

Is there an existing issue for this?

Current Behavior

If I create a new group for an organization, and then try to configure IdP sync for that group, it will not show up in the suggestions as I try to type the name. If I go add a member to the group, and try again, now it will show up.

Relevant Log Output

Expected Behavior

It doesn't make sense to require that the group already has a member, since the purpose of IdP sync is to not need to manually manage any memberships. All groups should show up as suggestions.

Steps to Reproduce

  • Make a new empty group for an organization
  • Go to the IdP sync settings for an organization
  • Search for the group you just made, it won't be available
