Open terminal in pop-out instead of new tab #1991
Description
Basically, replicate the v1 behavior. We should open in a pop-out since terminals are frequently resized right after they're opened. The user likely wants to resize their terminal independent of the whole browser window.
If the user wants to open the terminal in a new tab, they can right click the url:
