Perhaps the author of this activity was hinting that the instructions are incomplete, and you will have issues while following the tutorial. Perhaps getting an error after following the instructions was intended and hinted at in the title. Or, perhaps not.

Steps to reproduce the behavior:
Follow instructions in the final PR "Use outputs" and/or activity : "Activity: Create the final metadata file"
Note the error: Error: Resource not accessible by integration in the action after adding the tags. Note, no issue was created.

Expected behavior
Issue is created with the joke as the issue title.
