Yeah this is still missing, support for it is burried in a PR somewhere. See 1580f44

So: you need to run git submodule update --init lib/micropython-lib in your C:\Users\user\source\repos\upy\micropython directory.

from inside the ports/windows subdirectory.

Just a note that this isn't strictly needed, it can be ran from anywhere
