I was trying to compile MTA for the first time but I was unable to do it because I'm on Windows 10 and the latest Windows Kits installed was 19.xxx while the one needed had to be newer. I'm not sure which version is the lowest one possible but when I installed Win 11 SDK from the Visual Studio Installer the compilation was successful.
