Make vacuum_index_cleanup reloption RELOPT_TYPE_ENUM.

Oversight in commit 3499df0, which generalized the reloption as a way of giving users a way to consistently avoid VACUUM's index bypass optimization. Per off-list report from Nikolay Shaplov. Backpatch: 14-, where index cleanup reloption was extended.
