[BUG FIX] xxxOperations::_read__text_with_encoding opens a file as text

LocalOps uses "open(filename, mode='r', encoding=encoding)"

RemoteOps uses "io.TextIOWrapper(io.BytesIO(binaryData), encoding=encoding)"

It solves a problem on Windows.
