Description

Steps to reproduce:

User a) creates a .js page
interface-admin b) deletes it
if normal sysop c) tries now to view the deleted page, he gets the error message, that he is not able to view deleted pages because he is not in the group administrators

Expected:
as admin, I'd expect to be able to view deleted revisions if they are not suppressed.
