ipinfo-preference-enable doesn't seem to be used anywhere anymore...

t was changed in a4b9f85578e74fd9ad01f22c8388230e0a758a7c / I9ac221196d493742d6734197687932fe71510748 for T291582: Implement condition agreements in Special:Preferences [M], and was used as a label-message at the time..

I think the "feature" was removed since...
