Refs #19792

Adds ecmaVersion: 2026 and enables parsing new syntax from the Explicit Resource Management proposal, that is using and await using declarations.

What changes did you make? (Give an overview)

  • Updated espree and eslint-scope dependencies.
  • Set the latest ecma version to 2026.
  • Added new globals: AsyncDisposableStack, DisposableStack, SuppressedError.
  • Updated types, docs, and added a few tests to verify this works.

Is there anything you'd like reviewers to focus on?

Waiting for eslint/js#658.
