Earlier Rajkumar Santoshi was to make the film with Sunny Deol and Meenakshi Seshadri as " Ajay" in 1991. When Meenakshi and Santoshi had a fallout, the film was shelved. The script was put on hold because Santoshi decided to make Ghatak instead. In 1998 Boney Kapoor offered a good financial deal to Santoshi and he opted to make the film "Ajay" with Anil Kapoor and Madhuri Dixit. The title Pukar was chosen for the project . This angered Sunny Deol as the idea behind the script had come from him. He felt betrayed by Santoshi. Sunny decided to make another film titled "Ajay" with Suneel Darshan instead.

Madhuri and Prabhu Deva danced together for the first time in the song Que sera sera.

Rajkumar Santoshi and Boney Kapoor wanted to make a film together. There was talk that Amitabh Bachchan and Anil Kapoor would act in it. However, Pukar, another movie idea was announced.

Many heroines like Raveena, Shilpa Shetty and Urmila turned down the second lead role. Madhuri's secretary Rakeshnath who was also Shilpa Shirodkar's secretary, roped in Shilpa's sister Namrata Shirodkar who had just bagged Sunjay Dutt's Vaastav.
