Feature Description
Benefits
On a live network, the cell coverage varies greatly with radio environments, such
as densely populated urban areas and suburbs. Setting the target ROT to a
fixed value cannot account for varied radio environments. Therefore, Dynamic
Target RoT Adjustment is introduced to adaptively adjust the target RoT to
increase the uplink cell throughput without affecting the cell coverage.

Functions

The NodeB determines whether the UE's transmit power is insufficient


based on the UE power headroom (UPH) and effective rates of all HSUPA
UEs.

If the UE's transmit power is insufficient, the NodeB requests the RNC to reduce the target RoT.

If the UE's transmit power is sufficient, the NodeB determines whether the current cell load
exceeds the threshold.

If yes, the NodeB requests the RNC to increase the target RoT.

If no, no action is performed.

The RNC determines whether the transmit power of an R99 UE power is


insufficient.

If yes, the RNC reduces the target RoT.

If no, the RNC obeys the NodeB.

Implementation Process (1)


(RNC side)

The RNC periodically determines whether to adjust the target RoT (the period is determined b
y TgtRoTAdjPeriod).

If the transmit power of an R99 UE is insufficient or UL Timeslot ISCP reported by the NodeB i
s 0, the RNC reduces the target RoT. The decreasing step is TgtRoTDownAdjStep and the lo
wer threshold is the target RoT corresponding to the uplink load MaxTargetUlLoadFactor.

If the transmit power of all R99 UEs is sufficient and UL Timeslot ISCP reported by the NodeB
is 1, the RNC increases the target RoT. The increasing step is TgtRoTUpAdjStep and the upp
er threshold is the target RoT corresponding to the uplink load UpLimitForMaxULTgtLdFacto
r.

The values of UL Timeslot ISCP are described as follows:

0: The NodeB suggests the RNC to reduce the target RoT.

1: The NodeB suggests the RNC to increase the target RoT.

2: The NodeB does not suggest the RNC to adjust the RoT.

Implementation Process (2)


(NodeB side)
When at least one HSUPA UE in a cell meets both the following requi
rements, UL Timeslot ISCP is set to 0:
The transmit power is close to the maximum transmit power.
The throughput is low.

When none of UEs meet the two requirements and the current RoT is
close to the target RoT, UL Timeslot ISCP is set to 1.
When none of UEs meet the two requirements and the current RoT is
not close to the target RoT, UL Timeslot ISCP is set to 2.

Typical scenarios
1.

If the cell coverage is not restricted, the target RoT can be increased to improve the HSUPA
throughput.

2.

If the cell coverage is restricted, the target RoT can be decreased to ensure that all UEs are
covered.

Feature Planning
The feature applies to all scenarios.
If the average uplink load is close to the target load, but the average cell
throughput is low, the feature has been enabled to improve the cell thro
ughput.
In other scenarios, the feature does not have any positive or negative i
mpact.

Feature Activation, Initial Configuration & Verification

Perform the following steps to initially configure this feature:

Step 1: Prepare boards required by the RNC and NodeB, and configure the core network.

Step 2: Prepare software of RAN14 or later that passed the GA (for the RNC and NodeB).

Step 3: Obtain and activate the license for the Dynamic Target RoT Adjustment feature.

Step 4: Enable HSUPA cells.

Step 5: Configure required devices to be the same as those for common HSUPA services.

Step 6: Configure transmission to be the same as that for common HSUPA services.

Step 7: Configure the switch. (Upgrade the NodeB to RAN 14, and then run the following command to turn on the switc
h on the RNC:

MOD UCELLHSUPA: CellId=xx, DynTgtRoTCtrlSwitch=ON;)

Perform the following steps to verify this feature:

If the common measurement UL Timeslot ISCP is successfully initialized at the Iub interface, Dynamic Target RoT Adjus
tment has been enabled.

Performance Monitoring
Monitor the VS.HSUPA.MeanBitRate.WithData counter on the
NodeB to check the cell throughput, CS call drop rate, and PS
call drop rate. Determine the call drop rate changes based on
this data to check the running of the Dynamic Target RoT
Adjustment feature.
If the value of VS.HSUPA.MeanBitRate.WithData slightly
increases, and the CS and PS call drop rates basically remain
unchanged, this feature is running properly.

Trial Verification

After activating Dynamic Target ROT for all sites in RNCSH1, On the M2000, both counters V
S.HSUPA.TgtRoTInc or VS.HSUPA.TgtRoTDec are counted, this is indication that feature has b
een activated and confirming ROT is working fine.
