Scope This report examines the basic details about the organizations, working environments, presentations conducted by the organizations, modes of operations in different industries, contribution to the countrys economy and the reasons for their success. Findings
25th of April, 2012 Biyagama free trade zone
On the 3rd day of our industrial visit, it had been scheduled to visit Biyagama Free Trade Zone which is located in Malwana. We entered the Biyagama Export Processing Zone- A in Walgama, Malwana at 9.00am. As we were in a large group, they requested us to get into two groups. As per their request, we formed two groups. My group was taken inside the BOI premises and the other group was taken for the site visit. We were requested to go for a tea party and after that we went to the conference hall of the BOI. Eng.M.K.D.Lawrance, Director(Zone) - Biyagama Export Processing Zone, Mr.MahindaRamanayake, Senior Deputy Director(Investor Services) - Biyagama Export Processing Zone and other senior officials were there with us in the hall. A presentation on Biyagama Export Processing Zone was conducted by the Director, Eng.M.K.D.Lawrance for about 1 hour. It was a valuable presentation. I have heard about BOI and Biyagama Free Trade Zone. But, that time only I understood what actually happens in the zone. Their system, planning, organizing, leading and controlling were extra ordinary. He mentioned several things in the presentation: In the beginning, he said that the concept of BOI (Board of Investment) is towards ecologically, sustainable and environment friendly concept. Vision and Mission of BOI Vision of BOI To make Sri Lanka a preferred destination for investment in Asia Mission of BOI To be in the forefront of achieving sustainable economic development and employment generation by promoting and facilitating foreign and local investments throughout Sri Lanka

Establishment of BOI Established under act no. 4 of 1978 as a government principle agency for promotion & coordination of industrial development in Sri Lanka named as GREATER COLOMBO ECONOMIC COMMISION subsequently changed its name as BOI - SRI LANKA by the parliamentary act no. 49 1991 Told about the goals of BOI-Sri Lanka, concessions given for investors and overall performance indicators of BOI Performance Indicators BOI Sri Lanka Total no. of BOI enterprises in operation Total no. of employment Total FDI brought to the country in 2011 BOI Contribution to country out of industrial exports FDI target for 2012 1500 500000 US$ 1Bn (Appr.) 70% US$ 2Bn

After the introduction of BOI, he explained about the Biyagama Export Processing Zone Their profile General Profile of Biyagama Export Processing Zone Total Area Industrial Area Lease Premium for 30 years Annual Ground Rent Enterprises in Commercial Operation Total Investment - US$ Number of Closed down Enterprises Present Employment (End of July 2011) 450 Acres 238 Acres US$ 50,000 per acre US$ 4,235 per acre 57 Nos. 305 Mn. 04 Nos. 22,500

Then he explained the organizational structure of Biyagama Export Processing Zone and their services Services provided by the Biyagama Export Processing Zone for the investors Industrial Relations Engineering Services Investor Services Environment Monitoring Zone Management Fire Aspects Security Aspects Internal Audit Finance Services Verification Services

The services provided by the Biyagama Export Processing Zone were amazing and I observed how they attract the investors through those valuable services. Because of this attraction, there are already 55 enterprises in operation. Among them Ansell Lanka(Pvt) Ltd, Ocean Lanka(Pvt) Ltd and MAS Active (Pvt) Ltd are the leading enterprises. Then he presented about the projects under construction, Import/Export performance, major issues at the zone limitations and future plans of the zone. After his presentation he requested us to raise questions not only about their administration but also about anything regarding the zone. Some questions and their answers as follows: Questions by Students 1. Mr.Dinesh asked the 1st question You are providing some concessions for investors in manufacturing industry. But, in your first presentation you mentioned that there are emerging opportunities in tourism and leisure section. Therefore, are you providing any tax concessions to investors in the tourism sector? Answers by senior officers of the zone Yes. There are two types of investments; Export oriented investment and Non-Export oriented investment. Manufacturing industries like garments fall into the 1st category, but tourism industry falls into the Non-Export oriented category. We provide tax concessions for the 1st category while importing of capital goods and raw materials. But, as there are no raw materials in tourism industry, we provide tax concessions for only importing of capital goods.[Fixtures, A/cs] Yes, we also would like to train you through our organizations. Please make a proposal through your faculty and we will make the arrangements

2. Mr.Puvikumar asked the 2nd question We have internship training in business administration in our curriculum in the final year. Our students normally are sent to organizations in Batticaloa district only. But, we would like to have our training in the organizations in your zone. Is there any possibilities for that?

Then I addressed the vote of thanks and we were taken to the site visit. Some officers from BOI came with us to explain about the places in the zone. We went to the Common Wastewater Treatment Plant to see how they oxidize the waste water. There we saw maturation ponds, setting tanks, lagoons and oxidation ditch. The officer explained us how they oxidize the waste water and resend that to Kalani paddy fields. Then we were taken to the MAS Active (Pvt) Linea Intimo which is at Lot 89A in the zone. We entered the company at 11.30am and left at 4.00pm. Mr.G.Charaka conducted a presentation about MAS HOLDINGS(Pvt) ltd before the lunch and Ms.Rukshi conducted a presentation on MAS Active (Pvt) Linea Intimo after lunch.
