Overall Satisfaction
Again this year, respondents were asked how satisfied they were with Duluth Township as a place to live. Sixty-five percent indicated they were very satisfied and 98% were satisfied or very satisfied. This is up slightly from 2002 and 2003, the prior years when this question was asked. Comments about Duluth Township as a Place to Live A third of the respondents made 40 comments on Duluth Township as a place to live (some addressed more than one topic). These are listed in Appendix 1 and summarized in Table 2, below.

Concerns
Respondents were asked about concerns they had about Duluth Township. Three quarters (76%) made comments. These are listed in Appendix 2 and summarized in Table 3, below.

Web site: 93% were satisfied or very satisfied with this service. Our Township web site contains various forms, an archive of minutes and Newsletters, the Pol ice Crime Alert, a listing of Township businesses and organizations, and connections to emails and links to other services. Recycling Center: 93% were satisfied or very satisfied. This is down from 98% in 2003 and comments suggest this reflects the closing of the south recycling center due to the McQuade Harbor construction project rather than the operation of the existing center. Board of Supervisors: 91% were satisfied or very satisfied, up from 89% in 2003 and substantially up from 66% in 2001. Respondents living on the shore differed somewhat from those living inland. Among shore residents 91% were satisfied or very satisfied and among inland residents 93% were satisfied or very satisfied. Community Center Classes: 89% indicated being satisfied or very satisfied. This was the first year that the program has been in operation with a person to organize events and classes at our Community Center. Lists of classes are posted and in the Newsletter and residents are just becoming familiar with these. Police Officers: The Police Department had 86% indicating they were satisfied or very satisfied. This is the same as in 2003 and up from 77% in 2001. Satisfaction differed by location. 78% of those living on the shore side of the freeway as compared to 91% of those living inland were satisfied or very satisfied with police officers (this is also reflected in a residence difference in wishing speed limits to be more strictly enforced). Planning Commission: 85% were satisfied or very satisfied, the same as 2003 and up from 66% in 2001. D/NSSD Sewer District: 76% of respondents indicated they were satisfied or very satisfied with the Duluth/North Shore Sanitary District. This is the citizen management group that governed the construction of the sewer along the shore and manages its operation. Roads: Two thirds (64%) were satisfied or very satisfied with roads in the Township. This is down substantially from 81% satisfied or very satisfied in 2003.

Senior Housing: 6% of respondents or a member of their family were looking for senior housing. Among the 6 families who were looking, 5 would prefer to rent rather than own such housing. Fire Box: About a third (33%) of respondents wanted to purchase a box that would contain a key to their property that only the Fire Department could access in case of an emergency. Somewhat more of those who manage or own a business in the Township would like to have a fire box (53%) compared to other residents (29%). Township Business: As shown in Table 4, 18% of respondents indicated that they either own or manage a business in Duluth Township. Residence Area: 27% of respondents live on the lake side of the freeway and 71% live inland in the Township. Two live just outside the Township.

Not enough attention to the condition of Township roads, particularly Greenwood Road. None serious. No commercial development along expressway 61 and between expressway and shore. No ATV or snowmobile trails or access to State trail system. Also concerned about too much development. Need a convenience store at the end of Homestead road at I-35. My concerns are with the drug problem in the Township. We, as a Township, should do something about this problem before it gets out of hand. Loss of wildlife habitat, water quality, development pressure. Losing its rural character. Don't want to become another Hermantown. Loose dogs. Is there a fine/ticket? Loose dogs chasing my bike and/or car getting into my garbage. Junk cars and clutter on a few properties. Ensuring county logging on tax forfeit land is done in a way to protect streams. Insuring that our zoning ordinances are enforced. I would also like better protection of our natural resources streams, woods, the lakeshore. Large areas of land used for agriculture and farming. The county making properties non-buildable, creating possible hardships for families who have built the community. Land use, avoid condos, keep community feel. Land use becoming too restrictive. Land subdivisions. (Comment on diversity and need for balance in the Township). Understanding our own unique diversity! Lack of planned development along shore(unable to read rest of comment) Lack of citizen involvement in local government and issues then lots of complaints from non-participants. Junk cars. Snowmobiles and ATV's respecting private property lines and no trespassing signs. I think we should be stricter on land use. I think we need less government. I sense that many are unwilling to accept the likely prospect that development is coming, so we must manage it responsibly. Our Township is going to need to provide much more in terms of services and management and we need to prepare for the day when we cant run the town on volunteers and part time help. Gravel roads do not receive dust reduction. All roads should be blacktopped. Town roads need regular maintenance. Lack of maintenance on our gravel roads. Getting too crowded. Development, need for enforcement of zoning rules. Need to get a broader set of people involved in the Township. Development because of sewer line, zoning regulations, condo development for the rich. Cost of police protection. Is it worth the additional cost? Concerned we won't be able to strike a good balance of development vs. rural living. We do need some development. The rules that are made should be enforced. Becoming too populated or commercial. 1. Rural character is being lost slowly. 2. A construction company set up shop right next to my residential area. 1. New housing development. Lot size should be ten acres minimum. 1. I fear the possibility of intense commercial development along the expressway. 2. Roaming dogs. 1. Enforce zoning and land use. People tearing up property to drive four-wheelers with no concern for the environment. 2. No sense to location of industrial zones right in the middle of residential areas. 1. Concerned about dogs on Lismore Road. 2. Concerned about taxes increasing. We are very concerned regarding the lack of consideration for the environment in regard to land use in Duluth Township. A prime example is that Township residents are cutting numerous ATV trails with clearly no concern for the long term environmental damage they are causing. Killing old growth pines, knocking down hardwood trees, causing runoff into rivers and streams, disturbing wildlife and destroying wildlife habitat, creating air and noise pollution and downright wanton destruction of the land are the results we have witnessed first hand. No authority seems to be regulating land use, and in Duluth Township, it would appear that anything goes. (Comment that personal belief should be required for citizen participation in Township governance.)

"Floating down from above' Little Knife river above the Homestead Road - trash, household materials, construction materials, brown water (someone's digging these past couple of years, etc). River is looking like the streams that flow through Duluth!!!??

D/NSSD too expensive and my yard will never recover. D/NSSD has high monthly cost. Poor construction. Little received value. Should have looked for more funding from environmental groups and developers and should continue to seek funding to pay long term debt of the project. Depends what it (sewer on shore) brings: positives - pollution control; negatives - sprawl and more wealth. County could do better!! Safety should always precede dollars (i.e. sanding and plowing roads). Clover Valley was not graded well last summer. Grass on sides not cut. Lots of ice in roads -- needs more sand. City water system would be wonderful, please consider paving Greenwood Road, would like to see speed limit on North Shore Drive reduced to 40mph (safer for walkers and bikers) Assumes speed limits and zoning rules are enforced. As for the police, we cant afford them, the money should be spent on the roads and fire department. A better fire department means lower and better insurance rates. Good job on speed limit enforcement. Arent they enforcing zoning regulations? Are the city services coming up the county roads? 1. Sewer is working fine - great improvement! 2. Sewer contractor did not completely pump out old tanks. 3. Police Dept very slow to respond. 4. Speed limit should be lower on Scenic 61 (40mph) presently. Dangerous for walking and jogging. a) I like rural dirt roads and therefore hope the unpaved roads in the Township remain unpaved! b,c) I think the Board of Supervisors and Planning Commission are doing a fine job. My main concerns in Township governance/policy are land use issues: the threat of over-development (too many houses being built) and the resulting risk to the environment, i.e. run-off, water quality, forest/habitat fragmentation, noise and light pollution, and also simply the loss of the sense of living out in the woods expanses of undeveloped land where I used to be able to go hiking or snowshoeing are not off-limits because of so much residential development. f) Its great to have the recycling center, with its varied hours of operation; however, I usually end up going to The Peltz Group over in Superior because they dont require anything to be separated. h) The e-mailed police reports are informative and a good way for the police dept. to build rapport/connection with the community and residents. j) The Township newsletter is very informative and an excellent tool for building a sense of community. l) I think its wonderful that community classes are offered, although I have not yet participated in any of them (I almost did recently, but a conflicting schedule prevented my signing up for a yoga class in January). I dont think the Town Hall needs to be ope n more than 12 hours per week. I do think having evening hours is good, to make the Town Hall accessible to those who work during the day. Is speed limit enforcement an option? I am self-employed out of my house, not really a business. Speed limits and zoning regulation enforcement is adequate. According to the Township Newsletters police reports, the Township Police are spending much more time doing home checks for individuals than they are patrolling Township roads. As a likely result, a perfect example is the McQuade road which is a popular speedway, where very high speeds and blatant passing on double lines and on approaches to hills are routine standard operating procedure (SOP). These violators should be ticketed and fined for speeding and reckless driving so that our roads can become safer places to drive and walk. Speed limits and zoning regulations definitely need to be more strongly enforced.
