Why A Strategy Is Not A Plan

Sir Lawrence Freedman argues that strategies often fail because more is expected of them than they can deliver. A strategy is about using available resources to achieve the best outcome in dynamic, contested situations. However, no plan survives contact with the enemy. A strategy must be adaptable to changing circumstances rather than a rigid plan. While having some kind of strategy is generally better than none, a strategy is unlikely to succeed unless it can evolve in response to new developments.
