I. INDONESIAN SURVEYING INDUSTRY
A. Surveying Industry on the Indonesian Negative List

Surveying companies in Indonesia is included in the Indonesian negative list, which means that
surveying services such as sampling or draught surveys in Indonesia can ONLY be conducted by
100% Indonesian owned surveying companies. CARSURIN is 100% Indonesian and privately
owned thus is able to fulfill the legal requirements in conducting any survey in Indonesia. Please
refer to the following link for the negative list.

Unlike surveying, laboratory services are not on the negative list, thus open to foreign investors.
This means that foreign investors or PMA companies may open laboratories for analysis purposes
but is NOT legally permitted to conduct surveys.

B. Foreign vs. Local Surveying/Inspection Companies

FAQ

1) How can foreign surveying or inspection companies provide survey and laboratory services?
Typically, foreign surveying companies establish offices in Indonesia and outsource the survey
and laboratory services to Indonesian companies. They reinstate and issue the analysis and
draught survey results in their under their own flag, brand or certificates to be issued to
clients.

2) What are the risks in using a foreign vs local surveyor/inspector?
Outsourcing of sampling and draught survey to a local Indonesian company since foreign
companies are not permitted to conduct sampling or draught survey.
When the results of the job are available then the foreign company reinstates the results
into their certificates or reports.
Most foreign surveyors outsource both surveys and laboratory analysis.

II. CARSURIN - COMPANY
C. History

CARSURIN is Indonesias largest private inspection company.

In 1968, Captain Tiwan founded CARSURIN, the first private Indonesian company specializing in
independent surveying and superintending services. The Company commenced its service offering
in marine and petroleum surveys.

From 2004 to 2008 CARSURIN underwent a major restructuring, a new Board of Directors, middle
management and new corporate culture were instilled and to-date, the Company replaced and
recruited 80% new, young professional employees.

The Company has since been aggressive in marketing and further strengthening its foundation for
a great leap forward. In the process, a unique business culture has emerged that drives
associates to perform their absolute best with the utmost integrity.

The Company that initially serviced the marine and oil and gas industries has expanded its service
offerings over the years into the coal and minerals, oil & gas, chemicals, port security (ISPS),
marine consultancy, technical training, and agriculture industries.

Since 2003, CARSURIN has grown immensely and is proud to be the leading inspection company
in Indonesia.

D. Ownership of Laboratories and Offices
CARSURIN directly manages and owns outright our branch offices and seven laboratories, helping
our clients minimize risks. We are able to manage, monitor and control our laboratories and
branch offices closely and ensure professionalism, quality and integrity from our team.

E. Management
From 2004 to 2007, CARSURIN has undergone a complete restructuring of the company. We
have adopted an international management style and become a performance-based company.
We have a completely new Board of Directors and have recruited young, energetic, professional
and competent employees who are constantly assessed and developed.

We strive for excellence and are continuously evaluating and developing competency through
ongoing intensive training and assessments.

C. Security of CARSURINs Certificate of Analysis (COA)
The paper used for CARSURINs COA is equivalent to a banks bond paper to ensure authenticity
and avoid any reproduction of any fraudulent certificates. However, as copied COA is accepted in
trading or to represent the specifications of coal and can be technologically manipulated,
CARSURIN highly recommends verification of authenticity directly to ensure it has not been
manipulated or tampered.

In accordance with the new Indonesia Minister of Trade decree No. 384/M-DAG/KEP/6/2008,
mandates that certain mine products such as coal and minerals exported out of Indonesia to
have a LS Certificate.

Scope of services :
To determine the weight of cargo loaded on barge per barge by draught survey method in
accordance with ASTM / ISO / other requested standard.
To determine the Quality of cargo by taking representative samples prior to loading
activity.
Sampling of open pit mine / stockpile (crushed & uncrushed coal)
Analytical testing to be performed on samples taken from survey, then prepared and
analyzed in the nearest CARSURIN Laboratory in accordance with ASTM / ISO / other
requested standards.

Remarks :
Parameters of analysis to be informed by Client to CARSURIN before testing.
Turn around time of analysis is 3-5 working days (contingent on location and to be
reconfirmed upon confirmation of order).
Please inform CARSURIN prior to confirmation of order, should reporting need to be
expedited and additional analysis parameters needed.
Client to inform CARSURIN the condition of the environment such as jetty condition, grab
and cranes physical condition, etc. so that CARSURIN is well prepared and can plan
accordingly.
Sampling on ROM (Uncrushed coal) and Stationary (not moving cargo) stockpile is not
recommended. For any ROM Coal scope of service, Client will be requested to agree and
execute on the terms & conditions stated on CARSURINs notification letter stating
that the analysis results of samples taken from this work shall not be used for any
commercial purpose whatsoever.
Issuance of LS shall be contingent on the availability of CARSURINs license and
authorization granted by Trade Dept of Indonesia. CARSURIN to reconfirm with client
after knowing the location of survey and origin of the cargo.

4. LABORATORY ANALYSIS
Our Coal & Minerals laboratories offer full parameters of coal analysis as well as for other
mineral products from bore-coring samples to exploration, production, stockpile and
shipments. We also provide Quality Certification Services for pre-shipment, stock-pile, loading
and discharging for both domestic and international shipments. Our laboratories are ISO/IEC
17025 Accredited throughout the archipelago to service our clients needs.

Scope of services :
Analytical testing to be performed on samples submitted to CARSURIN / SAMPLE NOT
DRAWN BY CARSURIN.
The samples will be delivered by client, then prepared and analyzed in the nearest
CARSURIN Laboratory in accordance with ASTM / ISO / other requested standards.
Complete address of CARSURIN Laboratory to be informed later depends on the origin of
samples.

sample/cargo as proper sampling process based on the preferred international standard,
such as ASTM, ISO and etc represents more than 70% of the cargo thus analysis result.
CARSURIN highly suggests that sampling to be conducted by an Independent Surveyor
that has been certified by ISO 17025, such as CARSURIN and analyzed by an accredited
KAN/ILAC laboratory in order to ensure that the sample is a proper representation of the
cargo

B. Special Government Authorization

Only Indonesian surveyors, such as CARSURIN, are authorized to issue government certifications
and reports. CARSURIN has been authorized to cover several territories to issue Laporan Surveyor
(LS) or export verification certificates, as well as the appointed Domestic Market Obligation
(DMO) to monitor Indonesian coal.
