This bill proposes amending the North Carolina Constitution to simplify the management of public primary and secondary education. It would replace the current State Board of Education and elected Superintendent of Public Instruction position with a Secretary of Education appointed by the Governor and confirmed by the General Assembly. It would establish the Department of Education within the executive branch to oversee the public school system. The amendments would be put to voters for approval in the November 2014 general election. If approved, the changes would take effect on January 1, 2017, with terms of current State Board members extended until then.
