1.GENERAL

1.1 FestivalMission&Objective

The mission and objective of the International Short Film Festival of India [ISFFI] is to give short
filmsanidentitythatdifferentiatesthisartform,fromtheconventionalbigscreen.ISFFIshowcases
short films that celebrate diverse cultures, aesthetic traditions, social and relevant themes and
otherworksthatchallengeandtranscendexpectations.Ourparticularinterestisinshortfilmsthat
deal with novel themes, cuttingedge technology and unusual visualization, traditional as well as
thosethatdissentinform,techniqueorcontentfromthemainstream.

1.2 AboutDBICA

Don Bosco Institute of Communication Arts DBICA, is a nonprofit Media and Communications
organization, belonging to the thousands of Don Bosco Institutions functioning in over 131
countriesacrosstheglobe,committedtotheformationoftheyoungpeopleandempoweringthem
to be media literate and produce a media content that is educative, entertaining and socially
reflective.
OvertheyearsDBICA,hasemergedasoneamongthepremiermediainstitutesinChennai,actively
involvedinimpartingvalues,shapingskillsandformingyoungpeopletobecriticalconsumersand
creative entrepreneurs of media. DBICA continues to be a bridge, providing a platform for critics
andprofessionalstodiscussmediaandsocialissuesthroughseminars,research,shortfilmfestivals
andvariousothermediacampaigns.

1.3 FestivalDates

The International Short Film Festival of India [ISFFI] organized by DBICA Don Bosco Institute of

1.4 Eligibility

Submission to the Festival is open to Short films, documentaries and animated films created by
IndependentandStudentFilmMakers.

CompetitiveSection

AllthefilmsSubmittedbyIndependentandStudentFilmMakerstotheFestivalunderShortfilms,
documentariesandanimatedfilmscategoriesandcompletedafterJanuary1,2012areeligiblefor
theCompetitiveSectionofthefestivalprogram.Thedurationofthefilmsshouldbenolongerthan
20minutes.

Thedateofproductionisdeterminedbythecopyright/Censorcertificateprintedonthefilm.

NonCompetitionSection

AllthefilmsSubmittedbyIndependentandStudentFilmMakerstotheFestivalunderShortfilms,
documentaries and animated films categories and completed before January 1, 2012 will be
includedundertheNonCompetitionSectionofthefestivalprogram.
Films previously submitted to the Festival and not selected will not be considered for the 2014
Festival.PleaseDONOTsendaworkinprogress.

1.5 Filmformats

FilmformatsthatcanbepresentedforselectionandexhibitionfortheFestivalshouldbeinMPEG2
in a DVD disk (PAL or NTSC with Universal Code region 0 encoded in a DVD disk) Only one film
mustbewrittenonaDVDdisk.TwocopiesofDVDdiskcontainingonefilmmustbesubmittedfor
judging.
The following information should be directly visible on the face of each DVD: film title, director's
name,productioncompanyaddressandtelephonenumber,lengthandsubtitling(ifany).PleaseDO
NOTusesmallstickersontopoftheregularDVDStickers
Pleasenote,thatpresentationofotherformatsrequirestheauthorizationoftheFestival.Without
thisauthorizationtheFestivalretainstherighttoexcludeafilm.

1.6 EntryFee

ISFFIdoesnotchargeanyentryfeeforthefestival.

1.7 EntryAcknowledgements

DBICAwillconfirmthereceiptofthesubmissionmaterialsbyEmail.

1.8 Numberofsubmissions

Independent and Student Film Makers may submit any number of films under the Festivals Film
CategorieslikeShortFilms,DocumentariesandAnimatedFilms.
Ifyouaresubmittingtwoormorefilms,theyshouldbeonseparateDVDs,withseparatepresskit
CD.
For official selection of the festival program, only one film from each film category for each film
makerwillbeallowedundertheCompetitiveandNonCompetitiveSectionsofthefestivals.

The 2014 International Short Film Festival of India will include, but will not be limited to, the
following program sections: Competition sections, NonCompetition sections Seminar/Workshop
andISFFIreplicainvariouscitiesofIndia.Selectedfilmswillbeplacedintheappropriatesectionby
theFestivalProgramCommittee.

1.10 Participation

Participation in the ISFFI 2014 implies acceptance of the Rules and Regulations by filmmakers,
producersandtheiragents.

2.FESTIVALSECTIONS

2.1 CompetitionSection

For the Competition Section, the selection of films which will compete in the ISFFI 2014 will be
decidedbytheFestivalProgramCommittee.

2.2 NonCompetitionSection

FortheNonCompetitionsSection,theselectionoffilmswhichwillbeexhibitedatISFFI2014willbe
decidedbytheFestivalProgramCommittee.

2.3 FestivalProgramCommittee

Festival Program Committee comprises of the members of the festival organization and the
membersoftheJury.

2.4 JuryMembers

2.5 Awards/Prizes

As part of the official program the Festival includes six awards, national and international to
promote talented film makers. A total sum of Rs. 2,00,000/ will be distributed amongthe various
awards.Forthefilmsinthenoncompetitivesection,anaudiencechoiceawardwillbegiven.
ThemembersoftheJuryshallselectthebestfilmineachcategory.Incase,thepaneldoesnotfind
any film to have the required levels of artistic merit; it may decide not to grant awards in one or
morecategories.Inallinstances,thepanel'sdecisionsarefinalandnoappealinthisregardshallbe
entertained.

2.6 Promotionalmaterials

Participantsareurgedtomakeavailableallrequestedpresskit/publicitymaterialsforpromotion.
(Alsoseerule3.3PressKit/PublicityMaterials)

2.7 Mentioningparticipation

Producers and distributors of participating/winning films are requested to include in future


promotionalmaterialthementionofOfficialSelection/WinnersatISFFI2014.

2.8 CommittingtotheSectionsoftheFestival

After accepting the invitation to participate in the various Competitive and NonCompetitive
sectionsthefilmcannotbewithdrawn.

3.SUBMISSIONGUIDELINESANDMATERIALS

3.1 SubmissionMethod

Submissionmaterialsshouldbesentbyordinarymail,RegisteredPostwithAcknowledgementDue
or courier. All postage costs and duties are to be borne by the sender. ISFFI is not responsible for
lossordamageofthesubmissionsmaterials.

3.2 SubmissionDeadlines

The submission deadlines for selection purposes, for the Festival's office to receive all required
submissionmaterialsis20.12.2013.TheFestivalisnotobligedtoviewlateentries.

3.3 PressKit/PublicityMaterials

PressKit/PublicityMaterialsrequestedintheentryformsuchas:Synopsisofthefilm(inEnglish),
Atleast2productionphotosoftheFilm(300dpi),1photoofthedirector(s)(300dpi),posterofthe
film (300 dpi), A statement of the director on the film, Biography and filmography of the director,
Production details like Cast, Crew, Credits list and any other promotional material must be
submittedinaseparateCDforeveryfilm.
In case an item is not available at the time of submission, it will be requested immediately upon
selection (see also regulation 4). Kindly refer to the end of the Regulations document for shipping
detailsandaddress.

3.4 SubmissionMaterials

Noneoftheabovelistedsubmissionmaterialswillbereturned.

3.5 Selection

Festivalprogrammersselectandinviteallfilmspresentedatthefestival.FilmsselectedfortheISFFI
2014willbeannouncedbeforethefestivaldateonourwebsite.Filmmakersselectedtoparticipate
willbenotifiedpriortothisdate.Filmmakersnotselectedwillbenotifiedbyemailinduetime.

4.SELECTEDFILMS

4.1Participantsobligation

Participationinthefestivalrequirestheunconditionaladherencetoitsregulationsassetouthere.

4.2SatelliteChannelExhibition

All the films selected under Competition Section of the festival are requested to give absolute
clearanceforonetimeexhibitionoftheirfilminaPartneringSatelliteChannel.

4.3Cataloguematerials

Allcontactpersonsofselectedfilmswillreceivearequestforcataloguematerialsuponconfirming
participationinthefestival.

4.3.1Requiredcataloguematerials

In order to compile the Festival Catalogue, for each selected film the Festival must receive a duly
completedentryformandpresskit.Therequestedmaterialsshouldbesent/submittedassoonas
possible upon acceptance of the invitation. The Festival accepts no liability in the event that its
publicationsreproduceinaccuraciesinsubmittedmaterials.

4.3.2Credits

In principle, the catalogue will include the following technical and artistic credits: original title,
international title, country (ie) of production, year of production, premiere status, format, length,
director,productioncompany,producer,salescompany,printsource,screenplay,cinematography,
editing,productiondesign,sound,music,principalcast.

4.3.3Cataloguewritings

CataloguewritingsareentirelyatthediscretionoftheFestival.

4.4PublicityMaterials

The contact persons of the films participating in the Festival will receive a request from the Press
office to send publicity materials. These materials will be used in Festival publications and for
distributiontothepressandfestivalguests.

4.4.1Excerpts

After official selection of a film, the Festival is qualified to use excerpts from the film, with a
maximumof3minutesoratotaldurationoftheexcerptsnotexceedingmorethan10%ofrunning
time of the film, for promotional purposes both nationally and internationally. In the event that
excerpts are not available, and its being understood that under no circumstances the entire print
maybelentout,theFestivalisqualifiedtocopy,underitsstrictsupervision,oneormoreexcerpts
fromthefilmforpromotionalusepriortoandduringtheFestivalonly.

4.4.2Promotion

For promotion of the entire selection and of each selected film, the Festival website is allowed to
useanyphotoordigitalfilmclip(lessthan3minutesdurationorthetotaldurationoftheexcerpts
notexceedingmorethan10%ofthefilmrunningtime).

4.5PressScreenings

DuringthefestivalandincollaborationwiththeProgramDepartment,theFilmOfficewillorganize
pressindustryscreeningsforthefilms.

4.6Programming

General scheduling and the timetabling of public screenings are entirely at the discretion of the
FestivalManagement.

4.7Subtitling

Selected films will be screened in their original version. In principle, if not with English dialogues,
filmsmustbesubtitledinEnglish.Electronicsubtitlingsystemshouldnotbeusedforanyfilm.

Entry and participation of films implies unconditional acceptance of the regulations. On your DVD
courierpack, please mention "For cultural purposes only andNo commercial value", or value not
morethan10US$"
Submission Materials Checklist for each entry submission is: FILM ENTRY FORM, 2 DVDS and 1
PRESSKITCD.
All submission materials must be sent fully prepaid by sender by Registered Post with
AcknowledgementDueorcourierto:
