Who are we?
Policy Forum is a network of over 100
Civil Society Organizatons (CSOs) based
in Tanzania that have been brought
together in their interest on maters
relatng to poverty reducton, equity, and
democratzaton, with a specifc focus on
governance and accountability. The primary objectve of the network is to make
policies work beter for the people in Tanzania.

Quarterly Meetings
Policy Forum members meet quarterly to consult,
strategize and share informaton about our work.
Thematic Working Groups
Policy Forum convenes 2 member working groups
that take forward its objectves, a Local Government
Working Group and a Budget Working Group. These
groups work with the secretariat to produce various
analyses, informaton briefs, publicatons, popular
versions of policy documents and various other
outputs. We engage with the public through various
methods, including print and broadcast media.

Policy Forum also supports
and collaborates with several
independent sector working groups
to take forward sector-level issues
relevant to our goals.
Monthly Breakfast Debates
Policy Forum, with its members
convenes monthly debates on
various policy topics.
Purpose is to broaden the policy
dialogue, and bring together
diferent types of stakeholders
to promote frank discussion
and debate that facilitates the
exchange of knowledge and ideas
Social Accountability Monitoring
(SAM).
Through Policy Forums members,
on annual basis Policy Forum selects
two Social Accountability Monitoring
implementng partners from among
its members to implement SAM in
upcountry regions. The aim is to
enhance capacity of its members
to undertake social accountability
monitoring in the Local Government
Authorites (LGAs) regarding the
provision of social services.
Policy Engagement
Policy Forum members engage
in natonal and local consultatve
processes on a regular basis,
including the General Budget
Support review (GBS) process, the
MKUKUTA monitoring working
groups, and the Governance Task
Force of the Prime Ministers Ofce
Regional Authorites and Local
Governance.
We also partcipate in Parliamentary
public hearings on bills and
legislaton that may afect our work.

CADA
CADA is a non-governmental organizaton and a non-proft organizaton that has
been established since 20
th
June 2003 and registered 21

November 2007.
ACHIEVEMENTS
Since its establishment, CADA has implemented various community
development programs including;-
Supportng orphans and MVCs on access to educaton since 2006 up to
date
Advocacy on human rights especially women and child basic rights since
2003 up to 2009
Community awareness on fghtng against HIV/AIDS new infectons in
Mwanza City at Kirumba and Kitangiri wards by November 2007/2008
Conducted social Accountability & monitoring (SAM) and Public
expenditures tracking survey (PETS) in Mwanza City Council,
Mwaloni Internatonal Market and Nyamikoma ward, Magu District,
Mwanza Region for capital grants and public resources. Five schools
of Nyamikoma ward were consulted collaboratvely with Local
Authorites(Ward and District level)
In 2005 up to 2009, CADA has atended several training of Social
Accountability Monitoring (SAM), policy analysis and strategy on
MKUKUTA, Budget analysis, capacity building on how MKUKUTA related
with CSOs overall planning which was conducted by Policy Forum,
Mwanza policy Initatve (MPI) partnership with HAKI ELIMU in Dar es
salaam.
CADA also atended localised social Accountability Monitoring in 2011,
and fnally atended training on record keeping, fnancial management,
project planning and management which was conducted by Foundaton
for civil society (FCS) and TACOSODE
Currently, CADA is implementng capacity building to community basing
on Child policy analysis and child laws related to child basic rights in
Nyamagana and Ilemela District in Mwanza Region.

CVM
CVM was established in 1978 to work for a more human world through the
development of the whole person and of all persons both in the North and
in the South of the World. CVM is an Internatonal NGO focusing on Gender

Hakikazi Catalyst is a non-proft, non-politcal and non-religious organizaton
commited to social and economic justce. Formed in 2000;
Promotes the rights of all people to fully partcipate in social, technical,

Hakikazi Catalysts vision is of a Tanzania where people are informed,
knowledgeable about their rights and taking acton to infuence policies and
decisions for economic and social justce.
Mission: Is to act as a catalyst in empowering marginalised communites to

Goal: Is for efectve partcipaton of marginalised and vulnerable groups in

What is Our Programme Approach?
The broader aim from our mission and vision is to build knowledge competent
communites. We take three main approaches to our work in order to achieve

IECA
Ileje Environmental Conservaton Associaton, which is abbreviated as IECA,
is an environmental non-governmental organizaton formed by community
of Ileje district in Mbeya region with the aim of bringing together villagers in
conserving environment for their sustainable development. It was registered
in 2004 under the Societes Ordinance and given Certfcate No.12555. IECA
formalizes its mandate on ensuring sustainable environmental management in
its areas of jurisdicton.

Achievements
In year 2011, Ileje Environmental Conservaton Associaton (IECA) managed
to successfully implement the planned interventons in the program areas
revitalized the organizaton as well as provided authority to organizaton to
foster her vision and objectves.
Therefore, IECA is celebratng for:
Impactng knowledge and skills to 269 people in good governance that
promoted accountability and responsibility of community leadership
and Local Government Authorites through Public Expenditure Tracking
Survey(PETs) and on Good Governance and Leadership training workshops
in Ileje, Chunya, Bukombe, Kyela and Mkuranga districts
Accessing fnance assistance of Tsh. 290,373,420/= from various partner
organizatons that enabled the implementaton of IECA strategic objectves
Maintained partnership and sound relatonship with 7 funding
organizaton(Pact Tanzania/USAID, WaterAid, SNV,WWF-Tanzania, Plan
-Tanzania, AMREF,LGA/World Bank,);13Local Government Authorites(B
ukombe,Shinyanga,Singida,Morogoro,Mvomero,Kyela,Ileje,Chunya,Mku
ranga,Mpwapwa,Kibaha Town , Kibaha and Karatu and 11 NETWORKs for
coordinated and concerted eforts towards promotng good governance for
sustainable development
IECA managed to develop her Strategic plan for a period of 2012-2015 that
include the specifc Advocacy Strategy on Water Governance.

TACOSODE
TACOSODE is an abbreviaton for the Tanzania Council for Social Development.
It is a new name for what was formerly known as the Natonal Council on Social
Welfare Services registered in February 1965 as a voluntary coordinatng body
for NGOs in the country. It is thus a Natonal Umbrella Non Governmental
Organizaton with a status of a Council. The new name was adopted in
1987 when the Council shifed its focus from welfare orientaton to social
development. Thus since 1987, the Councils actvites and focus has been
on empowering local NGOs/CBOs, Local Government Structures especially
at lower levels and the communites to be able to master their environment.
Currently, TACOSODE has more than 250 member NGOs/CBOs spread all over
the country.
VISION
The vision of TACOSODE is to have capable CSOs working for social justce
MISSION
TACOSODE as an umbrella NGO aims at improving the capacites NGOs and
CBOs to deliver quality services through training, networking, policy analysis,
lobbying and advocacy.

managing HIV/AIDS interventons and work in partnership with local

accountability and transparency as a way to build a strong CSO sector.
Globalizing Social policy by linking local Policies with Global Policy as a
