1.0

SCOPE AND ENQUIRY

1.1

This specification covers manufacture, shop fabrication, cleaning at works,


tests and inspection at works, packing, supply, marine / local
transportation to site for LP Valves & Specialities for 220 MW cogeneration
plant at vadinar.

1.2

It is not the intent to specify completely herein, all the details of design and
Construction of the equipment. However, the equipment shall conform in
all respects to high standards of engineering, design and workmanship
and be capable of performing in continuous commercial operation unto
Vendors guarantee period in a manner acceptable to the PURCHASER,
who will interpret the meaning of the drawings and specifications and shall
have the right to reject any work or material which, in his judgement is not
in full accordance therewith.

2.0

INSTRUCTIONS TO BIDDERS

2.1

The extent of supply under the contract includes all items shown in the
drawings, not withstanding the fact that such items may have been omitted
from the specifications or schedules. Similarly the extent of supply also
includes all items mentioned in the specification and/or schedules, not
withstanding the fact that such items may have been omitted in the
drawings.

2.2

In the event of conflict between requirements of any two clauses of the


specification documents or requirements of different codes/standards,
specified, the more stringent requirement as per the interpretation of VPCL
shall apply.

2.3

The VENDOR shall carry out all necessary co-ordination with regard to
sub-contracted equipment. BPL will communicate only with the VENDOR
for all matters pertaining to this contract.

3.0

CODES AND STANDARDS

3.1

All equipment, system and services covered under this specification shall comply
with all currently applicable statutes, regulations and safety codes. Nothing in this
specification shall be construed to relieve the VENDOR of this responsibility.

3.2

The standards not indicated in the specification are also acceptable, if they are
established to be equal or superior to the standards indicated in the specification.

3.3

The metric units/SI units shall be used in all data/drawings submitted against this
package.

3.4

The BIDDER shall furnish the English translations of all standards to which the

equipment and systems offered are conforming to, as and when required by BPL.
3.5

In the event of any conflict between the codes and the standards referred to
elsewhere in the specification and the requirements of this specification, more
stringent of the two shall govern.

3.6

The latest issue of IS codes prevailing at the time of submission of final offer shall
be applicable. However, if there are any revisions during the execution of the
contract, the same shall be applicable and the cost implication if any shall be
mutually discussed.

SCOPE OF SUPPLY AND CLASSIFICATION


1.0

EQUIPMENT AND SERVICES TO BE SUPPLIED BY VENDOR


This specification covers the design, material, construction features, manufacture,
inspection and testing at VENDORs works/his SUB-VENDORs works and
delivery of valves and specialities identified in Data Sheet-A of Section-D of
specification.

2.0

CLASSIFICATION
The equipment to be supplied under this specification have been classified into
different groups as indicated below and identified in Data sheet-A of Section-D of
specification.
Group 1

Cast Iron valves.

Group 2

Bronze valves.

Group 3

Carbon Steel Valves

Group 4

Ball Valves.

Group 5

Stainless Steel Valves.

Group 6

Strainers.

3.0

SPECIFIC REQUIREMENTS

3.1

The materials, construction features, test requirements, etc., of the equipment shall
meet the requirements of the following applicable specifications in Section-D and
companion Data Sheet-A.

3.2

All Codes and Standards referred to in the specification shall be understood to be the
latest version on the date of offer made by the Bidder unless otherwise indicated.

3.3

The vendor shall ensure that instruments and gauges to be used for testing and
inspection of critical parameters as identified in the specification have valid calibration
and the accuracy can be traceable to National Standards.

4.0

ADDITIONAL TECHNICAL REQUIREMENTS


In addition to the specific requirements indicated above, the following additional
requirements shall also be complied with for gate, globe & check valves:

4.1

Where regulatory globe valves have been specified, the disc shall be suitable for
controlling throughout its lift.

4.2

The valves are required to be mounted either on horizontal or vertical pipes.


Hence the valve including actuator shall be suitable for mounting with the valve
shaft at any angle so that the position of the hand wheel for manual operation of
valve is such that it facilitates easy operation by a person standing on floor.

4.3

Position indicator shall be provided for the following valves of size


above.

NB 65 and

a) All globe valves


b) All valves of outside screw type and rising hand wheel
c) All valves of inside screw type.

4.4

Valves that are to be kept in full open or close position shall be provided with a
non detachable locking arrangement. The locking arrangement shall be subject to
approval by the owner.

5.0

TEST AND INSPECTION

5.1

All items ordered on the VENDOR shall be offered together in one lot for
inspection by PURCHASER/CONSULTANT or his authorised representative at
VENDORs works prior to despatch as mentioned in Section D.

6.0

PAINTING,
CORROSION
TRANSPORTATION

6.1

After the hydro-static testing of the valves, the gland packing shall be
replaced with fresh dry gland packing. The tested valves shall not be packed
till the inside surface becomes dry.

6.2

A shop coat of paint (Epoxy based Primer) shall be applied to all steel and
cast iron exposed surfaces as required to prevent corrosion. All parts shall be
protected adequately for rust prevention. Internal surfaces shall be given a
protective coating of quality that will not have any deleterious effect on the
internal system for different services because it is not proposed to remove
the same during installation. The machined surfaces should not be applied
with grease.

6.3

As far as possible while packing, the hand wheels should not be detached
from the valves. In case handles are packed separately, then it shall be the
responsibility of the BIDDER to get the handles fixed up on valves by
deputing his technicians as soon as valves reach site.

6.4

While packing the valves without handles, it should be ensured that the
threaded portion of the stem along with lock nut, key, etc. should be covered
properly to avoid any damage to threaded portion and loss of lock nut or key.

6.5

The ends of the valves should be provided with metal or PVC caps to prevent any
foreign material entering into the valves during transportation, storage and upto its

erection. The caps should be bolted/locked in such a manner that it may not get
detached during transportation and handling at site upto erection of valve.
7.0

INFORMATION TO BE FURNISHED BY VENDOR AND RESPONSIBILITY

7.1

INFORMATION TO BE FURNISHED ALONG WITH THE BID

7.1.1

All data sheets in Section-D and schedules in Section-F duly filled up and signed.

7.1.2

Descriptive literature catalogues and write-ups for equipment covered in the


specification.

7.1.3

General arrangement drawing covering all the features of valves as noted below
based on specification.
a) Constructional features.
b) Detailed part list with material specification.
c) Overall dimensions with tolerance.
d) End connection details.
e) Test pressures for hydraulic and seat air tests.
f)

Details of operator including make and overall dimension.

g) Weight of assembly.
h) Details of accessories (locking arrangement, extension drive, chain
arrangement etc.) where called for.

7.2

DATA / DRAWINGS TO BE FURNISHED BY VENDOR AFTER AWARD OF


CONTRACT

7.2.1

In addition to the Data/Drawing called for in the Data Sheet-C of Section-D, the
following data shall be submitted by VENDOR after the award of contract.
a)

Results of visual examination.


Results of other tests as called for in Section-C and Data Sheet-A of
Section-D.

7.3

RESPONSIBILITY OF VENDOR TO CARRY OUT MANUFACTURE AS PER


APPROVED VENDOR DRAWING.

7.3.1

VENDOR shall submit within three weeks from the date of Letter of Intent,
sufficient copies of General arrangement drawings carrying all details indicated in
7.1.3 above and as per the distribution schedule to PURCHASER/CONSULTANT
for approval. PURCHASER/CONSULTANT on review of the drawing will furnish
comments/approval and it will be VENDORs responsibility to carry out the
manufacture of the valves as per the commented / approved drawing.

7.3.2

Non receipt of approval from PURCHASER/CONSULTANT will not be entertained


as a reason for delay in manufacture and it is VENDORs responsibility to ensure
that
approved/commented
drawing
is
received
from
the
PURCHASER/CONSULTANT.
TECHNICAL CLARIFICATION
After the opening of the tender, if it becomes necessary for the PURCHASER/
CONSULTANT to seek clarification from the BIDDER, the same will be sought
from the BIDDER. In such an event BIDDER should furnish all technical/ general
information and/or clarification/confirmation to the PURCHASER/ CONSULTANT
in a sealed cover on or before the due date fixed by the
PURCHASER/CONSULTANT. If the technical clarifications sought by the
PURCHASER/CONSULTANT do not reach them, the tenders shall be summarily
rejected without any further notice.

9.0

PRICE AND BASIS OF BIDDING

9.1

TOTAL PRICES

9.1.1

BIDDER shall indicate their total prices for each group of valves and specialities
covered under this specification. The prices shall be indicated as per Schedule of
Delivery and Prices of Section-F2. The total prices shall be obtained by
multiplying the quantities indicated in Data Sheet-A and the unit prices.

9.1.2

BIDDER may quote for all groups / group of valves and specialities as classified
under clause 2.0 of Section-C1 of this specification, as per their manufacturing
range. Order shall be placed group wise. However, the quoted prices shall remain
firm.

9.2

UNIT PRICES

9.2.1

Bidders shall furnish the unit prices for all sizes and categories for valves as
called for in the Schedule of Unit Prices of Section-F. Bidders shall note that Unit
Prices shall be indicated by them even for such sizes of valves against which
quantities may have been indicated as NIL in the valve data sheets. Though
these items are not envisaged for the project at present, PURCHASER may, at
his sole discretion, include these sizes at the unit prices quoted by the BIDDER in
Purchase Order or during execution of the Contract.

9.2.2

BIDDERs shall note that the quantities of valves indicated in the specification
Data Sheet-A are tentative. The actual quantities of the valves and specialities will
be advised to BIDDER at the time of placement of purchase order. The unit prices
and the delivery period quoted by BIDDER shall be valid and firm irrespective of
the quantities as finalised in the purchase order. However, the quoted unit price
shall also be valid for acceptance throughout the contract execution period for
increasing the quantities of valves after the issue of purchase order. The contract
execution period is hereby defined as period up to despatch of complete material.

10.0

Even if otherwise complying with the requirements of this specification, Bids are
still liable for rejection on any one of the following grounds:

Bids without complete information as called for in Data sheet-C of Section-D


of this specification.

b)

Bids without Schedule of Deviations.

c)

Bids without completely filled-in Schedule of Delivery and Prices.

d)

Bids with incomplete offer.

All materials supplied under this contract shall be new and shall be specifically
procured, purchased and/or manufactured for this project.

SPARE PARTS
BIDDER shall offer all the start up and essential spares as indicated in Clause
12.0 below and include the same in the quoted prices. Prices for recommended
spares required for 3 years of operation shall be furnished by Bidder separately.

12.0

START-UP AND ESSENTIAL SPARES


The following minimum start-up and essential spares shall be supplied by the
BIDDERs. The prices for the start-up and essential spares shall be indicated
under Schedule of Prices which will be considered along with the main prices.
BIDDER shall also furnish list of recommended spare parts together with price for
same separately.

1.0

BID EVALUATION

1.1

The BIDDER shall comply with the performance parameters wherever they
are specified in Data Sheets-A of this volume. No credit will be given
during the Bid evaluation, if parameters better than those specified are
offered by the BIDDER.

1.2

BIDDER shall completely study all sections of this specification and


indicate all deviations in the Schedule of Deviations. If no deviations are
indicated, it will be presumed that the Bid conforms in all aspects to the
specification and TPL reserves the right to evaluate the Bid without any

4.0

INTEGRAL BYPASS

4.1

Gate valves shall be provided with integral bypass valve, as per MSS-SP 45, as
follows:
Classes 150 and 300

350 mm and larger

Class 600 and higher

200 mm and larger

4.2

Type of bypass valve shall generally be the same as the main valve. Bypass pipe
shall be at least schedule 80 and material of construction of bypass valve and pipe
shall be compatible with the main valve.

5.0

VALVE STEMS
Valve stems shall be of wrought materials. Castings are not acceptable.

6.0

BACKSEAT
All gate, globe and piston valves shall be provided with back seating arrangement to
facilitate replacement of gland packing with the valve in service.

7.0

CHECK VALVES
Check valves of sizes 350 mm and larger shall be provided with features to prevent
slamming and hammering. These can be in the form of springs or external dash pot.

8.0

HARDNESS
13% chromium steel seat surfaces shall have a minimum hardness of 250 BHN and a
differential hardness of 50 BHN.

Tag plates shall be of stainless steel type 304 or aluminium.

TESTING
Strength and leak tests shall be as per any of the standards MSS-SP-61, API 598 or
BS EN 12266-1 and 2 at the test pressures indicated in data sheet-A. Stainless steel
valves shall be tested using potable water.

12.0

NDT REQUIREMENTS

12.1

All cast steel valves shall be subject to radiography in all accessible areas, as defined
in ASME B16.34, on the following basis:
(a)

Class 600 and higher -

All sizes

(b)

Class 300

Sizes 450 mm and larger

(c)

Class 150

Sizes 600 mm and larger

12.2

All cast steel valves of class 600 and higher shall also be subject to magnetic particle
or liquid penetrant examination as per ASME B16.34.

12.3

All cast steel valves of class 300 shall have radiography quality castings irrespective
of size.

12.4

Acceptable levels of defects shall be as per ASME B16.34.

13.0

FACE-TO-FACE OR END-TO-END DIMENSIONS

13.1

Face-to-face dimensions of flanged-end valves and end-to-end dimensions of butt


welding-end valves shall be as per ASME B16.10.

13.2

For valves not covered by ASME B16.10, the dimensions shall be as per applicable
valve standards.

14.0

PREPARATION FOR DESPATCH

14.1

COATING
All carbon steel and cast iron exposed surfaces shall be given one coat of primer and
two coats of aluminium finish paint after release has been given for painting and

before despatch. Machined surfaces shall be coated with an easily removable rust
protective except that this is not applicable for austenitic stainless steel components.
14.2

END PROTECTION
After completion of the requirements of para 14.1, body end ports, flange faces and
welding ends shall be covered with suitable close fitting protectors to protect the
machined ends and prevent ingress of dirt and moisture.

14.3

DISC
The disc shall be closed before despatch except in the case of soft-seated valves
where the disc shall be backed off to relieve the pressure on the seal.

14.4 PACKING
Valves and specialities shall be so packed as to minimise the possibility of damage
during storage or transit. The packing shall be suitable for tropical conditions.

1.0

QUALITY ASSURANCE/QUALITY CONTROL PROGRAMME

1.1

Only critical inspection stages have been indicated in the enclosed Minimum
Inspection Requirements documents. This is however, not intended to form a
comprehensive programme as it is the VENDORs responsibility to draw up and
implement such programme duly approved by the PURCHASER. The detailed
Quality Plans for manufacturing and field activities should be drawn up by the
BIDDERS, separately in the format attached and shall be submitted to PURCHASER
at the time of submitting his offer.

2.0

All the sub-vendors proposed by the VENDOR for procurement of major bought out
item including castings, forgings, semi-finished and finished components/equipment,
shall be subject to PURCHASERsreview/clearance for systems and packages.

3.0

A consolidated list of all major equipment including boughtouts like pumps, valves,
fans etc.shall be submitted by the VENDOR along with the offer for PURCHASERs
review/comments.

4.0

The PURCHASER reserves the right to carry out quality audit and quality
surveillance of the systems and procedures of the VENDORs or their SUBVENDORs quality management and control activities. The VENDOR shall provide
all necessary assistance to enable the PURCHASER to carry out such audit &
surveillance.

5.0

The VENDOR shall undertake an inspection and testing programme during


manufacture in his works and that of his sub-contractor to ensure the mechanical
accuracy of components, compliance with drawings, conformance to functional and
performance requirements, identification and acceptability of all materials, parts and
equipment. He shall carry out all tests/inspections required to establish that the
items/equipment conform to requirements of contract specification and the relevant
codes/standards specified therein, in addition to carrying out tests as per the approved
Quality Plan.

6.0

VENDOR shall use calibrated instruments for testing, with traceability to


NATIONAL /INTERNATIONAL levels. If not the PURCHASER/CONSULTANT
will not witness the tests till the same is organised.

7.0

Only latest edition of the codes/standards and specifications shall be used for
materials and testing. The latest edition is reckoned with the date of contract awarded.

8.0

Copies of all the test certificates/calibration reports/internal inspection reports shall be


furnished by the VENDOR during the relevant inspection stages to the
PURCHASER/ CONSULTANT.

9.0

The BIDDER shall furnish his fully documented, operational manual on the quality
assurance programme (QAP) indicating the following minimum details:

Organisation chart for the following quality inspection activities:

Purchasing of raw materials and bought out items

Engineering and design
iii)
Manufacturing

b)

Applicable quality standards and procedures for material, design and


manufacture including non-destructive testing.

QAP for design engineering and documentation control system

be carried out during various manufacturing stages indicating acceptance
norms, extent of inspection by the VENDOR as given in the enclosed format.
PURCHASER will review and approve the programme indicating his
HOLD points. These stages will be witnessed by the PURCHASERs
ENGINEER/AUTHORISED REPRESENTATIVE.

Procurement of control system for equipment or services purchased outside


including approval of sub-suppliers/sub-contractors and surveillance on subsuppliers/sub-contractors.

f)

Material control to ensure that only the approved materials are used in the
manufacture.

g)

Details of final stages of inspection and tests at shops.

h)

Corrective actions on items or systems containing significant conditions


adverse to quality.

1.0

GENERAL

1.1

The following terms used in this specification shall also mean to cover other
terms as shown below:

1.2

The Plant and Equipment covered by this Contract shall be subjected to


inspection and testing. The VENDOR shall provide all services to establish
and maintain quality of workmanship in his Works and that of his SUBVENDORS to ensure the mechanical accuracy of components, compliance
with approved drawings, identification and acceptability of all materials, parts
and Equipment.

1.3

For supply of systems, VENDOR shall, at the start of the 'Contract', furnish a
total list of items in their scope of work. This list, giving a brief description of
the item, quantity, names of probable SUB-VENDORS, and a blank column
for agency for final approval of drawings / data sheets, shall be submitted for
approval by CONSULTANT.
(The blank column shall be filled by
CONSULTANT.) The list shall be submitted within two weeks from the date
of LOI.

1.4

For systems and major items such as pressure/load bearing items,


machineries etc., the VENDOR shall furnish quality plan giving details of
checks / tests to be conducted by them on material, process, sub-assembly
and assembly.
These shall include requirements as prescribed in the
applicable specifications, codes and statutory requirements. The quality plan
shall be reviewed by the OWNER / CONSULTANT and the stages to be
witnessed and verified shall be indicated by the OWNER /CONSULTANT in
the quality plan and approved.

1.5

The VENDOR shall give the CONSULTANT written notice of any material
being ready for testing as per format enclosed. The clear notice period shall
be seven (7) days for local inspection and fifteen (15) days for outstation
inspection. Such tests shall be to the VENDOR'S account except for the
expenses of the CONSULTANT. The CONSULTANT, unless the inspection
of the tests is virtually waived, shall fix a date for inspection with the VENDOR
and attend such tests within fifteen (15) days of the date on which the
Equipment is notified as being ready for test / inspection failing which, the
VENDOR may proceed with the tests and shall forthwith forward to the
CONSULTANT duly certified copies of tests in triplicate. If the VENDOR fails
to offer the Equipment for inspection as per the agreed date, he is liable to
pay for the time and expenses for the infructuous visit of the CONSULTANT.

or Works of the VENDOR or of any SUB-VENDOR or at laboratory, the
VENDOR, except where otherwise specified, shall provide free of charge all
facilities such as labour, materials, electricity, fuel, water, stores, test bed,
apparatus and instruments, laboratory tests etc. as may be required by the
CONSULTANT or his authorised representative to carry out effectively such
tests of the Equipment in accordance with the 'Contract' and shall give
facilities to the CONSULTANT or to his authorised representative to
accomplish testing.

1.7

The OWNER or the CONSULTANT shall at all working hours have access to
all parts of the VENDOR'S and his SUB-VENDOR'S factory where the items
of the Plant are being prepared, for carrying out inspection activities as
deemed necessary. A set of the relevant latest approved drawings with
approval marking of the CONSULTANT and drawings for proprietary items
shall be made available by the VENDOR to the OWNER or the
CONSULTANT, for reference during inspection.

1.8

In the case of stage inspection hold points, the VENDOR shall proceed from
one stage to another only after the component is inspected by the OWNER or
his representative and written permission given to proceed further. The same
procedure shall be adopted for any rectifications / repairs suggested by the
OWNER or the CONSULTANT.

1.9

The OWNER or the CONSULTANT shall have the right to inspect any
machinery, material, structures, Equipment or workmanship furnished or used
by the VENDOR and may reject any which is defective or unsuitable for the
use and purpose intended, or which is not in accordance with the intent of the
Contract. The VENDOR, upon demand by the OWNER or the
CONSULTANT, shall remedy or replace at the VENDOR'S expense such
defective or unsuitable items of the Plant, or the OWNER or the
CONSULTANT may, at the expense of the VENDOR, remedy or replace such
defective or unsuitable items of the Plant.

1.10

All principal mill test reports, vendor inspection / tests reports, test certificates
and test curves shall be supplied for all inspection / tests carried out including
other records such as stress relieving charts, radiographic charts and other
non-destructive testing records in accordance with the provisions of the
Contract, duly certified by the main VENDOR.
The OWNER or the
CONSULTANT shall reserve the right to call for certificates of origin and test
certificates for all raw material and Equipment at any stage of manufacture.

1.11

The CONSULTANT shall within fifteen (15) days from the date of inspection
as defined herein give notice in writing to the VENDOR of any nonconformance pertaining to all or any Equipment and workmanship which in
his opinion is not in accordance with the 'Contract'. The VENDOR shall give
due consideration to such objections and shall either make the modifications
that may be necessary to meet the said objections or shall confirm in writing
to the CONSULTANT giving reasons therein that no modifications are
necessary to comply with the 'Contract'.

1.12

When the factory tests and documentation have been satisfactorily completed
at the VENDOR'S or SUB-VENDOR'S Works, the CONSULTANT shall issue
acceptance note / shipping release note / certificate to this effect within fifteen
(15) days after completion, but if the tests are not witnessed by the
CONSULTANT, the certificate or comments thereof shall be issued within
fifteen (15) days of the receipt of the VENDOR'S test certificate by the
CONSULTANT. Failure of the CONSULTANT to take such an action shall
not prevent the VENDOR from proceeding with the Work. The completion of
these tests or the issue of the certificates shall not bind the OWNER to accept
the Equipment should it, on further tests after erection, be found not to comply
with the 'Contract'.

1.13

None of the Plant and the Equipment to be furnished or used in connection


with the Contract shall be despatched until shop inspection, satisfactory to the
OWNER or the CONSULTANT has been made. However, such shop
inspection and/or certification shall not relieve the VENDOR of his
responsibility for furnishing the Plant and the Equipment conforming to the
requirements of the Contract nor prejudice any claim, right or privilege which
the OWNER or the CONSULTANT may have because of the use of defective
or unsatisfactory items. Should the OWNER or the CONSULTANT waive the
right to inspect any item, such waiver shall not relieve the VENDOR in any
way from his obligation under the Contract. In the event of the OWNER or
the CONSULTANT's inspection revealing poor quality of goods, the OWNER
or the CONSULTANT shall be at liberty to specify additional inspection
procedures, if required, to ascertain the VENDOR'S compliance with the
Equipment Specifications.

2.0

SUB-ORDERS

2.1

In order to facilitate the inspection of bought-out materials and Plant, the


VENDOR shall submit for approval, three (3) copies of all sub-orders placed
by him as soon as they are issued. Copies of any drawings referred to in the
sub-order shall also be submitted, unless otherwise agreed by the OWNER or
the CONSULTANT.

2.2

The sub orders and drawings referred to above shall include all components
which are subjected to electrical and mechanical pressure or stress when the
Plant is in operation, and also auxiliaries and spares which are to be directly
despatched to Site from the SUB-VENDOR'S Works.

2.3

All sub-orders of the main VENDOR and SUB-VENDORS shall clearly be


marked with the main VENDOR'S name and the OWNER'S name and
'Contract' reference. They shall include the following statement:
"The Plant or the Equipment which is the subject of this order shall comply in
every respect with the requirements of the CONSULTANT'S technical
specifications and shall be subject to inspection and tests to the satisfaction
of the CONSULTANT and ourselves".

2.4

For the purpose of this clause, inter-works orders shall also be treated as
sub-orders. It is obligatory on the VENDOR that he advises his SUBVENDOR of the pertinent clauses in this Specification when ordering boughtout Plant, Equipment or materials. In particular, the VENDOR shall advise
very SUB-VENDOR that he is required to supply design calculations,
drawings, inspection reports and test certificates strictly in accordance with
this Specification and technical information for inclusion in the Instruction
Manual as specified in Section-E. The SUB-VENDORS should also be
reminded that they shall include with their offer all tools and appliances
necessary for proper maintenance and all spare parts in accordance with
Section-E of the Specification. Itemised prices of the recommended spare
parts shall be submitted together with the appropriate part numbers and
drawings.

2.5

Sub-ordering / sub-contracting for major items such as pressure / load


bearing items, machinery etc. can be done only with the approval of the
OWNER / CONSULTANT.

3.0

MATERIAL TESTS

3.1

In the event of the OWNER or the CONSULTANT being supplied with the
certified particulars of tests which have been carried out for the VENDOR by
the supplier of material, the OWNER or the CONSULTANT may, at his own
discretion, accept the same as proper evidence of compliance with the
requirements of appropriate specifications for the materials.

3.2

The VENDOR is to provide test pieces as required by the CONSULTANT to


enable him to determine the quality of material supplied under the 'Contract'.
If any test piece fails to comply with the requirements, the CONSULTANT
may reject the entire lot of material represented by the test piece.

3.3

Critical materials used in manufacture of the Equipment and construction of


the Plant covered by the 'Contract' may also be subjected to one or more of
the non-destructive tests (NDT) as called for in the Specification or as
mutually agreed. Salvaging of material due to unacceptable defect is to be
attempted by the VENDOR only after getting specific concurrence from the
OWNER or the CONSULTANT and according to the approved procedures.

4.0

WELDING

4.1

All welding involved in construction and fabrication of the Plant and items
covered under the 'Contract' shall be carried out in accordance with
procurement specifications and applicable codes.

4.2

Welding procedures and welders' qualifications shall be approved by the


CONSULTANT. Where applicable, welders shall be tested as detailed in
codes specified for pipe welding, vessel welding and structural welding and
appropriate to the corresponding weld position using test pieces of

appropriate parent metal to be used on the job. The CONSULTANT shall
have the right to have any welder re-tested at any time during the 'Contract'.
4.3

Recommendations of applicable codes shall be followed for non-destructive


tests, wherever applicable.

4.4

Copies of all welding procedures, procedure qualification records, welders'


performance qualification certificates, post-heating / stress relieving records,
NDT records and other test results shall be made available upon request of
the CONSULTANT.

5.0

FABRICATION/INSPECTION
Fabrication / Inspection procedures for vessels, heat exchangers, pipes,
tubes, valves, etc. shall be in accordance with procurement specifications,
quality plan, applicable codes or any other approved equal.

6.0

TESTS AT MANUFACTURER'S WORKS

6.1

General
The tests at Works shall include electrical, mechanical and hydraulic tests in
accordance with the appropriate clauses of Statutory Regulation, relevant
codes and standards and approved drawings / specifications and in addition
any test called for by the OWNER or the CONSULTANT to ensure that the
Plant being supplied fulfils the requirements of the Specifications. The
VENDOR shall carry out all the shop tests and inspections specified under
individual items of the Equipment in Section-D, in addition to those normally
required as per codes / standards. For items not covered by any code or
specifically mentioned in the Specifications, the tests are to be agreed with by
the CONSULTANT. If considered necessary by the OWNER or the
CONSULTANT, multi-part assemblies shall be fully erected and tested in the
Works prior to packing and despatch to the Site.

6.2

Test Certificates
Test certificates including test records, performance curves and balancing
certificates shall be supplied according to the Distribution Schedule. All the
tests shall be carried out in accordance with the provisions of the 'Contract'.
All test certificates must be endorsed with sufficient information to identify the
material or the Equipment to which the certificates refer, and must carry at the
top right hand corner the identification of the OWNER and the 'Contract'.

All instruments used for critical measurement such as pressure gauges for
leak tests, instruments for measuring performance parameters, instruments
for precision dimension measurements shall have valid calibration certificates
traceable to national standards. This means that the calibrating agency
engaged by the VENDOR shall use instruments which are in turn calibrated
by Government approved agencies and such an information shall be recorded
in the calibration certificate issued by the calibrating agency by giving the
certificate number, date and date of validity of the certificate given by the
Government approved agency.
