Commissioning Tests of

Transmission Class XLPE

Cables

M. Fenger & Dr. H. G. Sedding

Kinectrics Inc
Toronto, Ontario - CANADA
Background
Over the last 10-15 years AC HiPot & Partial
Discharge testing has become the standard practice
in Europe for acceptance or commissioning testing
of new high voltage XLPE cable circuits.
Objective is primarily to check the integrity of the
main insulation of the cable circuit
Evidence shows that soak testing can be
inadequate in finding installation defects..
138 kV XLPE cable successfully passed soak test but failed
immediately after being put on load
115 kV line successfully passed soak test but failed shortly
after being put on load
Push from both cable manufactures and utilities to
move towards AC HiPot testing as part of
commissioning testing
AC HiPot
Cables typically tested according to IEC
62067 or IEC 60840
Objective is to apply a sufficiently high voltage
for a sufficiently long period of time to allow for
an electrical tree to grow at defects resulting in
a cable failure.
Apply over potential ranging from 1.25U0 to
1.7U0 (20 - 300 Hz) continuously for 60 minutes
Utilities may adhere to individual practices. For
instance, testing at 2.5U0 for 30 minutes.
Requires high voltage high current power
supply
Fundamentally a go/no-go test.
Partial Discharge Testing
Partial discharge testing typically performed during
the AC HiPot test or - in some cases afterwards at
U0 .
For long lengths of transmission and distribution
class cable, several parameters define the limiting
framework of the measurement
Attenuation and dispersion of induced high frequency
currents due to PD sensitivity of the measurement
the frequency bandwidth of the technology
interpretation and assessment of the results acquired
Relationship between partial discharge activity and cable
insulation condition
Terminal or distributed measurement

ipd (and thus pC) to mV cannot be assessed due to primarily

lack of knowledge on void location and void geometry
Kinectrics
PD Sensor Placement
Preparation of the Cable
Disconnected from the grid
Sufficient clearance and safety issues
addressed
Cross-bonding scheme completed
Successful Insulation Resistance test
Successful DC Sheath Test
If long cable, partial discharge sensors
installed and connected.
PD Measurement System
For these tests, a commercial PD system was used
Measured parameters
Signal Magnitude (mV)
Phase Angle
Calculated pulse repetition rate (pps)
Wave form of each signal
Bandwidth up to 50 MHz
Allows for separation of not just PD and noise but
also separation of individual PD sources

AC HiPot & PD 138 kV XLPE

Off-Line On-Line
Experiences Gained (1)
Soak testing inadequate in terms of ensuring cable
reliability
Break-down during the AC HiPot test only occurs in
a very small percentage of cable systems tested
Typically, a break-down occur during the first half
of the AC HiPot test
Only a very small percentage of new cable circuits
are subjected to partial discharge activity
PD activity originates from joints and terminations
rarely from cable sections
The presence of partial discharge it self does not
necessarily result in a break-down of the main
insulation it self.
Experiences Gained (2)
Prefer distributed partial discharge measurement,
i.e. measure activity at each joint and terminations
Perform meaning sensitivity assessment by
injecting known pulses of varying magnitudes and
varying rise-times but reminiscent of PD pulses
(mV, ns)
If planned well, multiple cables can be tested within
the same day
The client often do not have a plan in place (next
steps) should one or more cable failures occur
