sending an SMS regarding the same.

(MOP), published by the Department of Administrative Reforms and Public Grievances
(DARPG).

FR 5.276G4 About Odisha Transferable Development Right (TDR) Rules
The Odisha TDR Rules, 2015 has been notified by the State Government. This will facilitate
the land owner to surrender the land affected by the amenities/infrastructure proposed in the
Development Plan in exchange of development rights which can be utilized in the non-
affected part of the plot or any other development rights may also be sold to anyone who
wishes to construct beyond the applicable base FAR.
The proposals of CDP 2010 for BDPA can be implemented through the provisions of Odisha
TDR Rules, 2015. For this purpose the authority in its 132nd meeting held on 20.02.2016
decided to notify TDR Schemes for Drains no.1-10 and four roads namely; Madanpur to
Ringroad, JaydevVihar Nandankanan Road, Palasuni-Dadha canal side road and Ring
Road.
BDA has organized a Workshop in this regard with the Stakeholders. Preparation and
validation on land schedule and maps for notification of the scheme is under process to
implement the decision of the Authority.

14. 5.5.1 E-GOV Town Planning Scheme
FR 5.276 I Preparation and implementation of T.P. Scheme in Bhubaneswar has been taken up under the provisions
contained in Chapter-VI of ODA Act, 1982 and Rules made there under in Chapter-VI of ODA Rules, 1983.

T.P. Scheme P.M.U has been constituted in BDA as separate branch under Planning Section. BDA has
executed an agreement with Stantec Consulting Pvt. Ltd., Ahmedabad on 02.03.2015 to provide technical
consultancy for preparation and implementation of T.P. Scheme.

S.M. Consultants has been engaged for taking up topographical survey in the T.P. Scheme area and collection
of land records basing on which T.P. Schemes are to be prepared.

BDA has declared its intention u/s 23 (1) of the ODA Act, 1982 to take up 8 T.P. Schemes in Bhubaneswar on
the alignment of proposed Ring Road. BDA has proposed to take up 45 T.P. Schemes in parts of 58 villages
covering an area of Ac. 9623.28 in the alignment of Ring Road. BDA in Its 132nd meeting held on 20.02.2016
has taken in principle decision to take up the remaining 37 T.P. Schemes involving part of 46 villages with an
area of Ac 7063.75 in a phase manner.

Bidder is expected to automate the processes of the schemes and give visibility to the citizens.

The online registration should have the provision of capturing / linking bio-metric data

Exhibit 28 The Bhubaneswar-Puri Transport Services Limited (BPTSL) is the sole public bus transport provider for
Bhubaneswar city. Its a very new system that started its operation from 10th Oct, 2010. Within its short period of
services it achieved rapid success by covering 73% area of Bhubaneswar city and connecting Bhubaneswar
with its surrounding cities like; Cuttack, Puri and Khurda. The operation of buses is being done as Public Private
Partnership (PPP) basis the partner being Dream Team Shahara (DTS). In an effort to modernize its services
for increasing commuter comfort, BPTSL is looking forward to introduce modern technologies and improve its
operation through intelligent transport solution, make capacity enhancement by developing Infrastructure, fleet

Provide administrators, citizens, tourists, businesses real time, and actionable information to aid their
day-to-day decision-making.
In line with BSCLs approach of engaging citizen, an easy to use GIS based city level portal as
BhubaneswarOne is implemented. It enables citizens to know their city better and understand geographically
the nature and type features existing in the city; such as natural features, heritage areas, public amenities,
transportation networks, location based grievances and other services.
BhubaneswarOne is an enterprise wide web-based GIS solution created using ArcGIS platform and
seamlessly functions across various web & mobile devices. The application includes unprecedented array of
geo-info analytics (Know Your Ward, know your Plot, Around Me, and Themes) to enable citizens of
Bhubaneswar to be aware of the public amenities and infrastructure related components available for them in
the city. GIS System will provide the complete visualization of Bhubaneswar City area with various point of
interest (POI) layers that will help city administrators & citizens to locate POIs and get information associated
with it. This solution made government data more accessible for the citizens; it not only comprises of different
map data representations for citizens to view and scrutinize but also provides citizens with avenues to truly
participate by providing feedbacks & report their grievances. To illustrate Heritage sites in the city, the power of
maps and location combined with images and narratives to create a Story Map were harnessed.
49. Section 5.7.2. GIS FR City Level GIS (BhubaneswarOne) shall be a foundational app for Smart city tracks & modules for
Platform, Page 680 7.245A city operation center and command & control room operations. It shall cater various functionality
that:
Provides an interface to the public to access details regarding the wards, services/facilities
available, and heritage sites in the city.
Make intelligent map data representations (such as, Revenue, Utilities, Amenities, and
Streets) available to the citizens of Bhubaneswar.
Provides seamless functionality across various devices. The website shall be accessed
from mobile devices like smartphones and tablets as well as from the computers.
Provides citizens a system to give feedback and report grievance any time with workflows.
Make Bhubaneswars development data transparent, giving citizens access to current and
authentic information.
Public crowd sourcing & Citizen engagements
Up-to-date information about the city & associated point of interest feature information to citizens.
FR MSI shall provide various engagement categories for implementation as (not limited to):

Capacity Building of organizational staff on GIS tools and capabilities to ensure long term
sustainability and continuity in GIS assimilation and mainstreaming of GIS for efficient use
of GIS technology.
Data update mechanism to maintain its GIS data updated. Tools and apps on both desktop
and Mobile devices shall be enabled for authorized users to update data pertaining to their
role and department.
FR Improving City Level GIS through Functionalities:
7.245C Management Dashboards to monitor and track the smart city ongoing project status on
web and mobile devices.
Centralized GIS infrastructure, platform & database for on boarding various departmental
application such as water, solid waste management, property tax, transport & traffic
management, Emergency response system, city surveillance, etc.
GIS system for integration with other Smart City solution for real time integrated analysis
and information
To have a GIS Dashboards that shall highlight status from real time information from all
devices like sensors setup across the city for analysis and prompt response at the time of
emergencies
Use GIS system to develop a mechanism for monitoring & tracking status
To make Bhubaneswar a better place by increasing safety, livability of the people in the
city; and to effectively provide the delivery of urban services via means of collaborated
mapping application
Improve the situational awareness of the city administrators and residents.
Utility management system with asset mapping and consumer indexing with control room
operations and field crew management.
