Bio-Medical Waste Rules

Dealswiththegeneration/handling/treatment/disposalofBioMedicalWaste.
Theserulesapplytoallpersonswhogenerate,collect,receive,store,transport,treat,disposeorhandlebiomedicalwasteinany
form.
Rule4specifydutyofoccupier(generator)totakeallstepstoensurethatsuchwasteishandledwithoutanyadverseeffectto
humanhealthandtheenvironment.
Rule5and6specifieswastemanagementprocedures.
Section7isaboutprescribedauthoritythatshallimplementtheserules.InMadhyaPradeshM.P.PollutionControlBoardhas
beendeclaredasprescribedauthoritybytheStateGovt.
Theserulesapplytoallpersonswhogenerate,collect,receive,store,transport,treat,disposeorhandlebiomedicalWasteinany
form.Everyoccupierofaninstitutiongenerating,collecting,receiving,storing,transporting,treatingdisposalandforhandlingBio
medicalwasteinanyothermanner,exceptsuchoccupierofclinics,dispensaries,pathologicallaboratories,bloodbanksproviding
treatment/servicetolessThan1000patientspermonthandalsotheoperatorsofBiomedicalwastefacilityarecoveredundertheserules.
Form1hasbeenfixedforapplicationofauthorization.Govt.hasalsoprescribednecessaryfee.ofM.P.
AnadvisoryCommitteeasrequiredunderrule9hasalsobeenconstitutedbyGovt.ofM.P.Constitutionofappellateauthorityis
underway.
Followingtherule7(1)ofthesaidrules,theGovernmentofM.P.HasnominatedM.P.PollutionControlBoard,Bhopalas
prescribedauthoritytoimplementtheserulesinMadhyaPrudish,videtheirorderdated23/10/98.
Govt.ofM.P.hasalsoissuedanotificationinregardofnecessaryfeeforissuanceofauthorizationunderrule8(3)oftheserules
ondated12/2/99.
Aspertheserules,thisshallbethedutyofeveryoccupier{asdefinedinrule3(8)}ofaninstitutiongeneratingbiomedical
wastewhichincludesahospital,nursinghome,clinicdispensary,veterinaryinstitution,animalhouse,pathologicallaboratoryblood
bankbywhatevernamecalledtotakeallstepstoensurethatsuchwasteishandledwithoutanyadverseeffecttohumanhealthandthe
environment.

BIOMEDICALWASTEMANAGEMENT

Atpresentwithadvancementofmedicalsciencemostofthehospitals/nursinghomesarenowequippedwithlatestinstrumentsfordiagnosis
andtreatmentofvariousdiseases.Oneofthemostimportantaspectassociatedwithhospitalsisthesafemanagementofthewastesgenerated
fromtheseestablishments,whichcontainshumananatomicalwastesblood,bodyfluid,disposablesyringe,usedbandages,surgicalgloves,
Bloodbagsintravenoustubesetc.TheBiomedicalwastegeneratedfromvarioussourceshasbecomeaproblemandmuchattentionisbeing
givenworldwidetofindoutsolutionofthisproblem.Themainconcernlieswiththehospitalwastegeneratedfromlargehospitals/nursing
homesasitmayposedeleteriouseffectsduetoitshazardousnature.Biomedicalwastes,ifnothandledinaproperway,isapotentsourceof
diseases,likeAIDS,Tuberculosis,Hepatitisandotherbacterialdiseasescausingseriousthreatstohumanhealth.Owingtothediscussed
potentialthreatsthiswasteneedsprimeattentionforitssafeandproperdisposal.
