REQUIREMENT OF AT LEAST ONE (1) SUSTAINING TECHNICAL EMPLOYEE TO COMPLETE THE

CONSTRUCTION SAFETY AND HEALTH (COSH) COURSE FOR ALL CONTRACTORS


Board Resolution 040, series of 2014

WHEREAS, Pursuant to Joint Administrative Order (JAO) 01, series of 2011, dated 29
April 2011, executed by and among the DOLE, DPWH, DTI, DILG and the PRC, PCAB is
required, among others, to enhance the program of instilling a culture of safety among
contractors;

WHEREAS, Sustaining Technical Employees play a major role in ensuring safety and
health during project implementation; and,

WHEREAS, PCAB sees the need to require Sustaining Technical Employees (STEs) to
complete a forty (40) hour Construction Safety and Health (CoSH) course to provide
added assurance of compliance with the safety and health guidelines in construction.

NOW, THEREFORE, based on the foregoing premises, the Board RESOLVED the following:

1. Effective contracting fiscal (CFY) year 2014-2015, all contractors shall be


required to have in its roster at least one (1) Sustaining Technical Employee
(STE) who has completed the forty (40) hour Construction Safety and Health
(CoSH) course, the certificate of attendance of which shall be submitted at the
time of filing of an application for new license and the renewal thereof.

2. New license or renewal applications without the requisite STE may be accepted
until the end of CFY 2013-2014 subject to the submission of proof of compliance
as a condition for the release of the license certificate; and,

3. Proprietors or Authorized Managing Officers who are at the same time STEs of
their companies who have completed the course on CoSH are deemed compliant
with this resolution.
