2.6 Port Expansion Proposals:

To meet the growing demand in the hinterland and trade, Kamarajar Port
has initiated actions for developing the following terminals through
BOT/Captive basis.

1. Liquefied Natural Gas (LNG) Import Terminal of 5 MTPA on


Captive basis
IOCL had identified Ennore as a possible location for a LNG terminal and
had carried out a Feasibility Study for setting up the LNG Terminal with
regasification facilities. IOCs Board of Directors accorded approval for
setting up of LNG Terminal of 5 MTPA capacity at Kamarajar Port. The
Board of Directors of KPL gave in-principal approval for the project
subject to Govt. Approval. Accordingly, the Ministry conveyed the
approval of the Cabinet for leasing out the land to the Joint venture led
by IOCL for setting up LNG terminal, storage and regasification terminal
project of 5 MTPA capacity at an estimated cost of Rs. 4512 crore. IOCL
has planned to commission the project by 2017-18.

2. Additional coal berths for TANGEDCO of 19 MTPA on Captive


basis
Considering the expansion of the existing thermal power plants of
TANGEDCO and new TANGEDCO - NTPC JV project, TANGEDCO had
requested KPL to establish additional coal berths. Accordingly, KPL
proposed to construct 2 Coal berths with capacity of 19 MTPA at an
estimated cost of Rs. 521.70 crore. The construction activities have
already been started for one coal berth (CB 3) and Commencement of
operation is expected by end of 2016. Port is in the process of tender
finalization for construction of second coal berth (CB 4).

3. Development of Multi Cargo Terminal on DBFOT basis


In order to cater to the EXIM traffic of Bulk and Project Cargos like
Turbine & Generators, windmill products, Granite/Stone products,
Sugar in bags, Wooden logs, etc. (other than Coal, Iron Ore, POL),
Kamarajar Port has already signed concession agreement with CIBTPL
for development of a Multi-Cargo Terminal on DBFOT basis with
capacity of 2 MTPA. The construction activities are expected to start in
the second quarter of 2015.
