• She has received many notable citations such as the National Outstanding
Young Scientist Award by the Department of Science and Technology (1981),
Outstanding Achievement Award by the Philippine Society of Experimental and
Clinical Pharmacology (1982), one of the Ten Outstanding Women in the
Nation’s Service (1986), the 1st Dr. Jose Rizal Award by the Philippine Medical
Association (1992), Most Outstanding Researcher by the UP Medical Alumni
Society (1993), Paragon of the Civil Service by the Civil Service Commission
(2008) and Outstanding Professional in the Field of Medicine by the Professional
Regulation Commission (2008), among others.
• In 2006, she accepted a Cabinet post as Secretary of Social Welfare and
Development. With her at the helm, the DSWD was rated consistently as the
country’s top ranking government agency by the Pulse Asia’s Ulat ng Bayan
survey with the highest approval rating for performance in the entire bureaucracy.
The DSWD also enjoyed the lowest disapproval rating among all government
agencies surveyed. The DSWD also led the government bureaucracy in the fight
against corruption and topped the Presidential Anti-Graft and Commission’s list
of agencies compliant with the Integrity Development Action Plan from 2007 to
the time Secretary Cabral left it.
• After almost four years with the DSWD, Secretary Cabral was appointed to the
DOH. She wasted no time in propelling the Department to greater heights as two
months into her incumbency, the DOH became the No. 1 government agency in
approval ratings for performance in a survey conducted by The Issues and
Advocacy Center. .
• Her no nonsense work ethic has earned her the admiration of many, particularly
for her unwavering, pro-public health stance on such controversial issues as
sexual and reproductive health, HIV/AIDS prevention and the regulation of the
tobacco and food supplement industries.
