Promulgated for the establishment of Philippine National Blood Services

Amendment of Sections 4-8, 12, 14-17, 25, 35, and 38-44 of R.A. 7791(National Blood
Services Act)

Structural Organization and Management comprise of The Blood Services Network, National
Centers for Blood Services, The PNBS (Philippine National Blood Services), & Funding
Provisions

Definition of Terms:
Blood Services Facility (BSF) Blood products providing Entity

Blood Station BSF authorized by the DOH CHD that can provide Blood products

Blood Collection Unit (BCU) BSF authorized by the DOH CHD that finds volunteers for the
procurement of Blood products

Apheresis Facility BSF that separates specific component in blood

General Guidelines:

Voluntary Blood Donations: Promoted

The PNBS: Capable and Competent in providing Health Care

Authorized Blood Centers: Blood Units are no longer retested

Blood Transfusion: Only blood units form Authorized Blood Centers

Operationalization and Management:

Personnel are hired as needed, may be reassigned to different blood centers as authorized
by the NCBS

NVBSP (National Voluntary Blood Services Program) equipment is stationed at Regional and
higher level Blood Centers, Equipment must be accounted for.
