Dear Mr. Miagao:

Reference is made to your letter-request to the Provincial Governor for the scheduling of a
Cleft Lip / Cleft Palate surgical mission at the Oriental Mindoro Provincial Hospital.

Please be informed that the Mercy Link and Ruel Foundation have just conducted a similar
surgical mission on the last week of October where 24 patients have been operated.
Likewise, there is an upcoming mission on 25 January to 04 February 2018 in partnership
with the World Outreach Fundation and Ruel Foundation. The Philippine Bond of Mercy will
also be sponsoring a surgical mission on March 2018 at Oriental Mindoro Southern District
Hospital.

As such, your request relative to your proposed surgical mission cannot be accommodated
at this period. Attached herewith is a copy of the DOH policies and guidelines regarding the
conduct of foreign medical and surgical missions, for your further enlightenment.

We do recognize your noble intention of providing free quality medical and surgical services
to indigent children with facial cleft deformities but then again there are circumstances that
we have to consider.

We hope that you will understand the predicament we are presently confronted with.
