(1) Yangon Circular Railway Line Upgrading Project
(a) Background and Necessity
Yangon, which is the former capital of Myanmar, is the country’s largest commercial city with a population of approximately 5.21 million people. As the center of economic activity, Yangon has undergone a rapid population increase in recent years, and according to the Strategic Urban Development Plan of the Greater Yangon, the population is expected to top 9.5 million by 2035. To address urban transportation problems such as road congestion,, there is a need to update and rehabilitate the public transportation network to make it more user-friendly and environmentally-friendly. The Yangon Circular Railway Line, managed and operated by Myanma Railways, has 38 stations on a route approximately 46 kilometers in length. Established by the United Kingdom in the colonial period, the train system currently operates 122 trains each day. However, the deteriorated state of the facilities, equipment and rolling stock causes reduced travel speeds, train delays, derailments, accidents and other operational problems. Moreover, rail has a low ridership, providing a mere one percent of the public transportation services within Yangon. Most residents use cars and public buses on roads with severe road congestion. The rail services on the Yangon Circular Railway Line need to be improved for safety and comfort by replacing of the rolling stock and rehabilitating the rail safety equipment so as to facilitate a modal shift from cars to rail transportation.
(b) Objectives and Summary
This project will replace and improve the deteriorating rolling stock, railway signal system and other equipment toward modernizing the Yangon Circular Railway, increasing the efficiency and capacity to transport passengers while improving the safety and comfort of public transportation services, thereby simulating socioeconomic activities in the Yangon metropolitan area.
