I.

EXECUTIVE SUMMARY

Under the State Ownership of Natural Resources (Regalian


Doctrine) that: All lands of the public domain, waters xxx wildlife, flora and
fauna, and other natural resources are owned by the State. (Const. Art. XII,
Sec. 2, par. 1) and; Under the State responsibility that: The State shall
protect the nation’s marine wealth in its archipelagic waters, territorial sea,
and exclusive economic zone, and reserve its use and enjoyment to Filipino
citizens. (Const. Art. XII, Sec. 2, par 2)
In line with the international and national agenda of protecting and
preserving marine life resources the city of Butuan improvised systems and
services in helping the small communities or barangays within the city
whose most of the residents live and survive and are dependent to what the
sea has to offer, in taking care their environment specifically the sea and
making sure that the properties it produced will not extinct in the future and
continue to provide them a basic source for living promoting fish production
and the balance of trade.
Aside from the aim to protect and preserve the scarcity or abundance
and or elevate the situation of marine resources in the areas this strategic
planning also concerns in making the residents affected or not to be active in
participating to activities that will elevate the current state as it also
promotes the development of the city and increases the possibility of greater
benefit in the future for the people of Butuan in the sense of knowledge and
awareness, active participation in action oriented seminars consistent with
productive and enjoying activities that will lead to meaningful achievements
and a raise of hope for a blooming Butuan be it agriculture, enterprises, and
marine resources.
II. BACKGROUND INFORMATION

A. Brief Profile Of The City Of Butuan

Butuan City, chartered city, southern Philippines, capital of Agusan del


Norte Province, near the mouth of the Agusan River, on the northern coast
of Mindanao. The city is a trade center for the Agusan river valley, where
lumber, gold, abaca, and copra are produced. Butuan is reputed to be the
site at which the Portuguese navigator Ferdinand Magellan proclaimed
Spanish sovereignty over the Philippine Archipelago in 1521. ("Butuan."

2008.)

Butuan City has a land area of 81,662 hectares (201,790 acres), which
is roughly 4.1% of the total area of the Caraga region.The existing land use
of the city consists of the following uses: agriculture areas (397.23 km2),
forestland (268 km2), grass/shrub/pasture land (61.14 km2) and other uses
(90.242 km2). Of the total forestland, 105 km2 is production forest areas
while 167.5 km2 is protection forest areas. The city is endowed with
swamplands near its coastal area. These swamp areas are interconnected
with the waterways joined by the Agusan River. Most of the swamplands are
actually mangroves that served as habitat to different marine species. The
fishing ground of Butuan is the Butuan Bay of which two coastal barangays
are located. It extends some two kilometers to the sea and joins the Bohol
Sea. These are the barangays of Lumbocan and Masao.

that the city of Butuan is a city with abundant agricultural and forest
resources and is blessed with little or more from marine resources.
B. The Problem

The city of Butuan is a city rich with minerals and forest resources and
is now a fast developing city; however, it is still concern to the small
communities in the city and adheres to support and help in providing a
better quality of living. Barangay Lumbocan and Masao are the two coastal
barangays of the city whose great number of residents depends on the
marine resources that can be gather in the location. Barangay Lumbocan of
Butuan is a barangay with almost 60% of its population depends on marine
resources as a source of income and as a basic need for daily survival. But a
few years ago the danger of these resources on being extinct became a
problem of the place. Because of illegal fishing commonly called as “sud-
sud” that are practiced by foreign fishermen and common fishermen of the
place, this results to the capture of small fishes. Particularly the barangay
had already done action regarding the problem one of this is hiring
personnel that will act as police “Pangkaragatan” but as what the author
have observed it never work because the personnel assigned for the task
never do their job sincerely. The other thing is that most of the family
having their residence alongside the ocean throws their waist directly to the
sea that causes harm not only to the resources but also to the residents
especially to the young children. This problem is seen as a result of
negligence and lack of knowledge and awareness about the possible danger
it might cause. In the case of Barangay Masao, the baranagay is a self-
sufficient barangay gradually making profit from mini resorts established in
the place the problem is not all the people visitors or residents cooperate in
taking care of the area that makes it unpleasant with garbage scattered in
the place. People are still coming for a swim in the place but the number of
fishes the fishermen are able to catch basically reduced in great amount
than it was few years ago, and eventually if the problem is not acted on
people might also stop coming in the place specially not that a lot more
beautiful places from nearby cities are being discovered and develop.
Some of the barangays of the city dependent to marine life resources
are unable to properly take care and preserve the life support/ the resources
and therefore instead of giving strength and helping the city to advanced
and develop it turns to be another problem of the city.
The danger of the outcome it may produce affects not only the small
communities of the city but also the city itself and therefore before the worst
comes the city decides to do action to help these barangays and let them
also in return produce for the benefit and progress of the city.

Based on the analysis and evaluation the primary actors/-s is the LGU
Butuan accordingly the city government will be the prime mover and planner
of the project in partnership with the community whose residents will be the
practitioner of the actions to be done. And the secondary actors would be
the Barangay Council to be supported by the government and non-
government organizations and other stakeholders willing to do the actions.

The concern of the city of Butuan regarding the topic will surely be
supported not only by the national government but also by organizations
and sectors especially since the concern is had also been a concern of many
environmentalists from a long period of time. The implementation of the
project provided that the processes are well accomplished then in no later
time the bright future of the barangays will be in sight, yet the goal of
everyone will never truly be rewarded without the total and unselfish
cooperation of all, true success will only be rewarded by then.

V. VISION/ MISSION/GOALS/OBJECTIVES

Vision

By the grace of God in 2030 the coastal barangays of Butuan be productive


and generate money through marine life goods production and as a tourist
destination with a well preserved and clean coastal environment.
Mission

The city of Butuan pledges to; do the necessary action needed as support
and as a prime mover in making its coastal barangays able in
accommodating the needs of its residents and propagating new opportunities
towards development of all, while preserving and protecting the treasure of
marine resources and making use of it in moral and justifiable ways.

Goals and Objectives
