APPLICATION PROJECT
CONCEPT PAPER

Welcome to the School Heads Development Program (SHDP) -Foundation Course! The SHDP is a
systematic competency-based educational leadership and management development program that
aims to enable school heads to lead and manage K-12 schools in the 21st century.

Participants of the Foundation Course are new school heads, school heads that need training to be
promoted to principal, and other candidates who are being considered for the position who do not
have prior experience as school head. It is a three-module course that covers the principal’s role
in delivering the curriculum and core programs, managing school processes, strategic
human resource management and development, fiscal management, partnership, and
leadership.

The requirements for a Certificate of Completion include complete attendance in the course and
the implementation of an Application Project as proof of learning. The Project requires the
participant to identify a specific area of school operations that require improvement and
that will deliver the best impact on school measures in three (3) to six (6) months. In this
project, the principal is expected to apply learned competencies in improving the school. The
participant will be required to present significant milestones achieved at the end of each month.

An entry requirement to the Course is the submission of a duly accomplished Concept Note that
identifies three (3) specific areas of school operations that need significant improvement in the
school. The area for consideration include:
1. Curriculum, Core, and Support Programs
2. Instructional Leadership
3. School leadership: SBM, SIP, CI, Partnership
4. Strategic Human Resource Development
5. Fiscal Management

By the end of this three-module course, the participant will be asked to select one of these
three areas as a project.

Introduction

The vision and mission of department of education is to ensure that every


Filipino has access to complete basic education to prepare them for further education
and the world of work. Establish and maintains complete, adequate and integrated
system of basic education relevant to goals of national development.

The role of the school in delivery of dep.ed vision and mission is too complied
in all mandated by the department. Organize child friendly school to provide
encouraging learning environment to the learners. Conduct SLAC and INSET training
for teachers to improve their teaching strategies and management system in
classroom and school. Promote harmonious relationship to the stakeholders and
teachers with in community.

Problem
Description

Problem 1 Most of our pupils have lack of reading comprehension skills. This
problem mostly observe in English, mathematics Filipino subject of
grade 1 to grade 6 pupils. Reading story, and problem solving where
learners experience difficulty in answering WH question but they can
read the passages and paragraph correctly. The problem is they
cannot understand what they read. This is the reason why the leaners
got low score in NEAT and other academic test conduct by the
DEP.ED especially in English and math subject.
Problem 2 Teachers lack of contextualize instructional materials use for
teaching.k-12 curriculum are cultured based we need to localize our
instructional materials and contextualize our lesson plan to cater the
need of learner. Kinder to grade 6 teachers needs more contextualize
and localize instruction materials to use for their daily activities.
Teachers easily disseminate there lesson if they have prepared
package lesson plan, for the pupils they understand easily the lesson
prepared by the teacher.
Problem 3 Our school located in mountainous area that lack of water supply.
Deposit tank is another concern of our school. We know that water is
a river of life. Performance of learners exaggerated due to
disturbance of concentration during class session. They are request
to going out for the human necessity. They consume more time in
walking for getting water supply in the nearest household for drinking
and washing comfort room.

Objective

Problem 1 The learners able to apply one or two operation in answering the
given problem.
The learners able to answer WH question from passages or
paragraph.

Problem 2 Teachers produce 1 package lesson plan per grading period in all
subject area. Per grading each teachers create 8 contextualize and
localize lesson plan that quality assured by teachers and elders with
in the community.
Problem 3 To minimize the time for getting water supply, and avoid the
disturbances inside the classroom during session. Protect and
promote cleanliness among the learners. Free for any incident and
illness due to insufficient supply of water.

Benefits of
solving the
problem
Problem 1 Out of 132 learners 99 or 75% of them benefited in addressing this
problem. The learners easily understand the passages and answer
WH question correctly. They can also solve 1 or 2 operation in
problem solving. These strategies give an impact to increase the
performance level of learners. May be they got high score in
formative test, NEAT and other examination conduct by the dep.ed.
Analyzing behavioral status of learners and inclusive monitoring in
conducting innovation that suited to the learner’s ability. Organize
child friendly school to develop the interest of every learner to
become a learner’s center school.
Problem 2 Reproduction of contextualize and localize instructional materials are
beneficial for both teachers and learners. Conduct INSET and LAC
session is another way to produce package lesson plan aside from
regular duties and responsibilities of teachers. Teachers certainly
facilitate learning inside the classroom if they have prepared package
lesson plan use for actual teaching. Learners experience more
participative in all activities both individual and group work. They are
interested because of sufficient and colorful instructional materials
and motivating activities applied by teachers in their teaching
process.
Problem 3 Construction of water deposit tank is possible to achieve by
partnership through LGU, NGO, Stakeholder and other concern
agency. These programs promote health awareness and time
management to learners. If the learners have healthy body and mind
there are no reason to achieve the quality education. We protect them
from any and toward incident that affect the performance of every
learner.
