DEFINITIONS
• “Season” is defined as either the Autumn Season, which runs in the first half of the Competition
Year, or the Spring Season, which is played in the second half of the Competition Year.
• "Competition Games" are all scheduled games in a Season in the Competition Calendar.
• “Club/Team Contact” is the nominated individual who will serve as the liaison between the
Club/Team and Parkville Netball.
• “Victorian Netball League players” are defined as someone who has signed a Standard Player
Agreement with a VNL Licensee in the current competition year.
• “Championship Player” is defined as a player who has played 16 or more quarters in the VNL
Championship in the current competition year.
• “Division One” is defined as a player who has played 16 or more quarters in the VNL Division
One in the current competition year.
• “19 & Under - Female” is defined as a player who has played 16 or more quarters in the VNL 19
& Under - Female in the current competition year.

(a) Complete and submit the online Team Entry and pay the Entry Fee on or before the stated
closing date and time. Any other relevant information may also be provided at this time.
No late entries will be accepted and no correspondence will be entered into.
(b) Satisfy the Parkville Netball Coordinator that they are prepared to field a team for all
fixtured matches and are in a position to meet the financial requirements of the
competition/s they are entering;
(c) Abide by the policies and rules of Parkville Netball as indicated on the Entry Form;
(d) Agree to adhere to the requirements of any Competition sponsor/s they are participating
in;
(e) Abide by Netball Victoria’s Codes of Behaviour of Players, Coaches, Spectators and
Parents;
(f) Provide a list of eligible players on their Entry Form/s from which their Team/s will consist
for the specified Competition/s. These players must qualify under Section 2.3.
1.1.1 Parkville Netball reserves the right to refuse an entry from any Club/Team for any reason;
1.1.2 Teams entering for the first time may be accepted into Competitions subject to availability;
1.1.3 A maximum of five (5) Teams from one Club can be accepted in the Premier Open
Competition (Tuesday);
1.1.4 Clubs/Teams must enter both Autumn and Spring seasons to be given preferential
consideration for future entry;
1.1.5 Any outstanding fees will result in a Club/Team not being accepted into future seasons;
(a) After the confirmation of Acceptances – there will be no reimbursement of the Entry Fee.
(b) Once a Season’s games have commenced – there will be no reimbursement of Fees
received, and any outstanding Court Fees must be paid.

2. PERSONNEL
2.1 GRADING COMMITTEE
2.1.1 An independent Grading Committee will be appointed by Parkville Netball to evaluate and
grade all received Competition entries.
2.1.2 Teams will be considered for promotion and relegation between divisions for the upcoming
season based on the final ladder positions after the end of scheduled rounds in the current
season, and not on the results of the finals series.
2.1.3 Parkville Netball will be the ultimate adjudicator of all grading decisions.
2.2.2 The Parkville Netball Coordinator will ensure that Clubs/Teams are aware of and follow the
correct administrative procedures and adhere to these By-Laws.
2.3 PARTICIPANTS
2.3.1 Netball Victoria Membership
(a) All players, coaches, umpires and officials participating in a Competition must hold a
current financial Netball Victoria membership for the Calendar Year.
(b) Single game vouchers will be available for all Competitions and will constitute a temporary
Netball Victoria membership for the date/game issued only.
(c) Team Insurance is available for Sunday Mixed Competitions instead of Netball Victoria
memberships for individual players.
Note: If a Sunday Mixed netball player chooses to play at Parkville Netball on any other
night of competition and/or at any other Netball Victoria affiliated Association/s, she/he must
have a current Netball Victoria membership.
(a) A player may only play one game per night/day of Competition.
(b) Victorian Netball League (VNL) players in the current year are only permitted to play in the
following divisions:
- VNL Championship Players – Premier Open Division 1
- VNL Division 1 – Premier Open Divisions 1 and 2
- 19 & Under Female - Premier Open Divisions 1, 2 and 3

(d) The 15 & Under Competitions is considered one complete age group; Division 1-7 to be
played on Thursday nights and Divisions 8-10 to be played on Saturdays. Players
cannot play in two grades in the same age group, regardless of whether they are on the
same day or not. Regulations and penalties relating to player qualification are applied
under these situations.
(e) Male players may participate in NetSetGO and 11 & Under competitions unrestricted.
(f) Males may participate in the 13&U and 15&U Female competitions in the year in which
turn 13 provided they are not already 13 on the starting date of the competition.
(g) There shall be no limitation on the movement of players between Teams of the same Club
during the season, except:
a. When a player has played one quarter (1/4) of the games in the season in a higher
division, she/he is ineligible to play in a lower division for their Club/Team on that
particular day/night of Competition for the remainder of that season; or
b. In the event that there is more than one Team from the same Club in the same division,
players may transfer between Teams until the player takes the court for their third
game with the one Team. Once this occurs, the player must remain with the Team they
played their third game with for the remainder of that season.
2.3.3 For players that need to be added to a team list for a game:
a) For a Club, this is processed by the Club through their MyNetball portal; or
b) For single Entity Teams, players need to provide their full details (full name, address, date
of birth, mobile phone number and Email address) on the back of the scoresheet
2.3.4 Clearances are required for players at Parkville Netball who wish to transfer from one Club to
another during the current Calendar Year. A player does not need a clearance to play for a
new Club if she/he has not taken to the court for a different Club in a Competition in the
preceding Calendar Year or the current Calendar Year.
2.3.4.1 Clubs can request a clearance through the MyNetball Portal, if administrative rights
have been authorised. Stand-alone Teams can make a request for a clearance by
contacting Parkville Netball competition office.
2.3.4.2 The player cannot take to the court until the application for clearance has been lodged
through the MyNetball portal and subsequently granted. Penalties will apply to that
particular Team, as stated in Section 2.3.6, if this condition is not adhered to.
2.3.4.3 Clubs are permitted to refuse to grant a clearance for any player who owes outstanding
playing fees or is in possession of Club property (uniform/equipment). If a Club is
refusing to grant a clearance the Parkville Netball Coordinator must be notified in
writing by the Club/Team Contact within 10 working days. The Parkville Netball
Coordinator will write to the player advising the reason why and forward a copy to both
Clubs. If a clearance is refused, the player may appeal in writing to the Parkville Netball
Coordinator. Consideration of the appeal shall be within 10 working days of receipt. Any
dispute arising from clearance restrictions will be dealt with according to the grievance
procedure outlined in Netball Victoria’s Member Protection Policy.
2.3.4.4 No player will be granted more than one (1) clearance per Calendar Year.
2.3.5 Penalty: If a player has participated and not met the requirements stated in Section 2.3, the
Team she/he played for will be penalised 4 points per game.

2.4 UNIFORM/EQUIPMENT
2.4.1 Uniform
(a) All players must wear their Club/Team’s registered playing uniform. All Clubs/Teams must
nominate their playing uniform in the Club/Team Entry Form.
(b) All players must be in the same colour uniform (special consideration may be given).
(c) Each Team must wear regulation playing bibs. Regulation playing initials (bibs) are
reserved for the Competition sponsor.
(d) Regulations regarding nails/jewellery as per the Netball Australia Rule Book.
(e) Leggings, tights, bike shorts, tracksuit pants and gloves are not permitted, except:
(f) All female players must wear a dress, skirt or bodysuit (no shorts allowed). Male players
must wear a combination of shorts and polo shirt or t-shirt that exactly matches the colours
of the other members of the team. Having items that do not match will constitute non-
compliance with this Section.
(g) Players in the Sunday Mixed and Monday Outdoor Competitions must follow the Parkville
Netball Uniform By-Laws as outlined in Section 2.4.1 unless stated below:
i. Sunday Mixed Teams do not need to register their playing uniform, but must
adhere to Parkville Netball Uniform Code, and bibs must be of the same colour.
ii. Players may wear shorts that are of an above-knee length.
iii. Compression garments of any length may be worn by players but male players
must wear compression garments underneath their playing shorts.
iv. Playing tops must have a wide shoulder strap (no shoe-string straps to be
worn).
2.4.2 Sponsorship
(a) Individual Club Sponsorship is acceptable but must not conflict with the major sponsors
of Netball Victoria, or Parkville Netball’s sponsors. Sponsorship logos are permitted on
the Playing and Non-Playing Uniform.
(b) All Competitions adhere to the guidelines provided in Netball Victoria’s Sponsorship
Guidelines for Associations/Clubs. This information can be obtained from Netball
Victoria’s website.
2.5 UMPIRES
2.5.1 A panel of umpires will be supplied by the Competition for all Open games.
2.5.2 Team Umpires on the following competitions must be badged (minimum C Grade).

2.5.4 Team umpires in Tuesday Premier 17 & Under and Thursday 15 & Under will umpire their own
Club/Team unless otherwise instructed by the Court Supervisor. Team umpires are to report to
the Court Supervisor 15 minutes prior to the scheduled starting time to get their court
allocations.
2.5.3 Umpires are not permitted to umpire more than three (3) games on any Competition day/night.
Parkville Netball reserves the right to request a Club/Team replace their umpire if the provided
umpire is not to the standard of the grade in which they are officiating.
2.5.4 In the event that a Team umpire is late for their game, the non-offending Team shall be
awarded one (1) goal for every minute until quarter time the said umpire is late. At quarter time
the game will be declared a forfeit. Four points will be deducted for a first offence and a
monetary fine imposed. More severe penalties can be imposed by the Parkville Netball
Coordinator for repeat offences. Repeat offences will jeopardise that Club/Team entry into
future Competitions.
2.5.5 Saturday Junior Competition Clubs must provide one umpire for each Team entered.
Note: Unbadged umpires must (a) have completed an online Umpires Theory Exam or (b) be
currently completing or have completed a Umpires Foundation Education Course course, prior
to or during the Competition Season.
2.6.2 Track pants or sporting tights may only be worn underneath the umpiring uniform on cold
nights when umpiring outdoor games.
3. COMPETITION ORGANISATION
3.1 GAME ORGANISATION
3.1.1 Game rules shall be those of Netball Australia unless otherwise stated in these By-Laws.
Note: This rule does not indicate that the male centre third player shall be the
centre player; he may be WA or WD. It is not necessary for a male player to
be opposed to a male player.
3.1.2 Fixtures for all Competitions indicating courts and times will be available online to be viewed by
Clubs/Teams no earlier than 10 days prior to the season commencing.

3.1.2 Timing of Games is as follows for Monday, Tuesday Premier Open, Thursday, Saturday
Juniors and Sunday Mixed:
3.1.4.1 In the event that there are fewer than five (5) players present for one Team, a maximum
period of 10 minutes shall be allowed for at least five players of a Team to arrive. The
non-offending Team shall be awarded one (1) penalty goal per minute passed of this
time. If at the end of this time, there are fewer than five players present; the Game shall
be awarded to the non-offending Team (4 points, score 10-0).
3.1.4.2 In the event that there are fewer than five players present for both Teams, a maximum
period of 10 minutes shall be allowed for at least five players of a Team to arrive. A
Team can only be awarded penalty goals per minute if the said team has at least five
players in position ready to play. If at the end of this time, there are fewer than five
players present for both Teams the Game shall be abandoned and no points or score
shall be awarded to either Team.
2. Player leaves the court to have the flow of blood stopped and/or have blood cleaned up
from player’s body and/or uniform. Substitution rules apply.
3. The umpire will inspect the ball and court for presence of blood and clean if necessary.
4. Play is resumed
5. When the player is ready to come back on the court she/he must wait until the next
stoppage in play and come into the vacant position. The umpire will inspect the player to
ensure the blood flow has ceased and there is no blood on the player or her/his uniform.
3.2 SCORESHEETS
3.2.1 One official scoresheet will be used for each game.

3.2.2 This scoresheet will list the names (both given and surname) of all players including
substitutes nominated for each Team. Please refer to Section 2.3.4 for adding players to the
team list.
3.2.1.1 The scoresheet must be filled in for players to be credited with a Game by either
placing a tick or the position played by the player in one (1) of the appropriate boxes.
3.2.1.2 Tuesday Premier Open Division 1 scoresheets must have the positions for every
player for each quarter recorded to assist with the casting of Most Valuable Player
votes.
3.2.2 Each team should provide a non-participating scorer for each game. These scorers must sit
together at the score bench for the duration of the match.
3.2.3 The final Game score is calculated by the addition of the goals scored (strokes) at the end of
the Game.
3.2.4 At the Game’s conclusion, to indicate their satisfaction that the details on the scoresheet is
correct, the official scoresheet is to be signed by:
3.4 FINALS
3.4.1 Finals are played at the conclusion of the rounds in each division of each Competition except
Saturday 11 & Under, NetSetGO (Set and GO) Competitions and Sunday Mixed Social
Competitions.
3.4.1 Games shall be conducted for finals in the same match format as for rounds. The starting time
of finals Games may alter slightly.
3.4.2 The position on the ladder at the end of the round of the season shall determine the Teams
and seedings for finals. In the event of multiple Teams being equal on points, placings shall be
determined by calculating the goal percentage [goals scored / goals against]. If there are
multiple Teams that finish equal on percentage, the positions shall be determined by which
Team scored the greater total number of goals for the season.
3.4.3 A player may only play in one game on a night/day of competition during the final series.
3.4.4 In extenuating circumstances, the Parkville Netball Coordinator may give special
consideration for a player to play for a Team outside of the Weekly Player Regulations listed
in Section 2.3.2. It is the responsibility of the Club/Team Contact to apply in writing for
special consideration a minimum of 7 days prior to the match in question.
3.4.5 Players in all Competitions must play at least one quarter (1/4) of the Season in one division to
be eligible to participate in that division’s finals.
3.4.5.1 Once a player has played one quarter (1/4) of the Season for their Club/Team in one
division, they are eligible for finals in any higher divisions for that Club/Team on that

Competition day/night. A player is only permitted to play in one division during the
finals series.
Note: In the event a player has qualified for finals across multiple divisions on
one day/night of Competition, the said player will be allocated to play at the
highest division they are eligible. Refer to Section 2.3.2 for further information.
3.4.5.2 Penalty: Teams that play an ineligible player during finals will forfeit that Game.
(a) At the end of the Game when scores are tied, there is a two (2) minute break during
which substitutions and/or positional changes may be made.
(b) At the end of the two minutes, 2 x 5 minute halves will be played.
(c) At the end of the first 5 minutes, Teams immediately change ends with no substitutions
or positional changes allowed.
(d) If, at the end of the second 5 minutes, the scores are still level, then play continues until
one Team has a two (2) goal advantage.
(e) In the event of injury or illness during extra time, positional changes and/or substitutions
may be made.
3.5 FORFEITS
3.5.1 In the event that a Team forfeits prior to the Game clock starting at the scheduled time, the
Game shall be awarded to the non-offending team (4 points, score 10-0). A maximum of 12
nominated players of the non-offending Team shall be credited a game for qualification
purposes. Players of the offending Team shall not be credited a game.
3.5.2 A forfeit fine will be imposed which must be paid before the next fixtured Game for the
offending team unless:
1. The Team notifies the Parkville Netball office no later than 5:00pm the day prior
to the Game of its intention to forfeit. Teams playing Saturday Junior and
Sunday Mixed Competitions have until 4:00pm on Friday to notify the Parkville
Netball office of their intention to forfeit. Under these circumstances, no fine will
be imposed.
3.5.3 Multiple forfeits in any Competition by a Club/Team may result in being excluded entry into
future Competitions.
3.6 CANCELLATIONS
3.6.1 If Parkville Netball cancels a Game due to player safety (e.g. wet weather) both Teams will be
credited with two (2) points and five (5) goals each. A maximum of 12 nominated players can
be credited a game for qualification purposes.
3.6.1.1 If a Game is cancelled at or after half time the scores at the time will stand.
3.6.2 Once the Game is underway, if one Team abandons the Game, then four points are awarded
to the opposition. If both Teams wish to abandon the Game, no points are awarded. Court
fees must still be paid as the Game was not cancelled by the Competition.
3.7 PROTESTS

(a) Not sign the official scoresheet and notify the Court Supervisor of their intention to protest.
(b) The Club/Team Contact shall lodge the protest in writing to the Parkville Netball
Coordinator within 48 hours of the Game being played.
(c) A Club/Team shall have a right of appeal to the Parkville Netball Coordinator within 48
hours of notification of any penalty imposed.
(d) The Parkville Netball Coordinator will advise the result of the appeal and this decision shall
be final.
4. PENALTIES
Any breach of these By-Laws will be reviewed by the Parkville Netball Coordinator. If appropriate,
the Parkville Netball Coordinator may determine one or both of the following penalties will be
incurred:
(a) A monetary fine
Repeat instances shall be considered by the Parkville Netball Coordinator and may result in exclusion
from the current and future Competitions.
The Parkville Netball Coordinator may, in using their reasonable discretion, in exceptional or
extenuating circumstances, alter, vary or waive the requirements set out in these By-Laws relating to
Parkville Netball.
6. INDEMNITY
Except where provided or required by law and such cannot be excluded, Parkville Netball and its
officers, members, servants or agents are absolved from all liability however arising from injury or
damage, however caused arising whilst participating as a member.
