I. Introduction
A. Thesis Statement
The performance of graduates in the Bachelor of Science in
Civil Engineering Program is best tested with the actual results in the
Philippine Civil Engineering Licensure Examination. A closer look at
its past performance would create a basis of enhancement on how
to improve a program’s current passing rate and would serve as a
reflection of how effective the teaching-learning process is. This
study evaluates the performance of the BS Civil Engineering
graduates of the College of Engineering and Architecture (CEA) in
Saint Joseph Institute of Technology – Butuan City covering the
November 2018 to May 2019 Civil Engineering Licensure
Examinations.
II. Body
A. Argument 1
A high passing rate in the Civil Engineering examination is
then recognized to be one of the best tests of a school‘s performance
in offering the BS Civil Engineering Program. The Philippine
Regulation Commission (PRC), in its November 2018 CELE results,
revealed that 17.05% (15 out of 88) of takers from Saint Joseph
Institute of Technology got a passing rate above zero but below the
national passing rate of 45.09% (6,262 out of 13,887), and in its May
2019 CELE results, 23.19% (16 out of 69) of takers from the same
institution also got a passing rate above zero but still below the
national passing rate of 38.08% (3,372 out of 8,855). However, there
is an 6.14% increase from the November 2018 CELE to last May
2019 board examination. These figures shows both a positive and
negative measure for the quality and standard of education the
institution provides in this particular program. Positive since there is
an increase in the school’s passing rate, but negative due to the fact
that both dates of examination only have few passers than failed
being below the national passing rate. Hence, the need to evaluate
the graduates’ performance and influence improvements through
this study.
B. Argument 2
The difficulty of the Philippine Civil Engineering Licensure
Examination could be attributed to its content. It composes of 3
subjects, namely; Mathematics, Surveying, and Transportation
Engineering; Hydraulics and Geotechnical Engineering; and
Structural Engineering and Construction. Furthermore, this study will
determine the number of times the graduates took the exam before
they became licensed civil engineers and the board subjects in which
the graduates performed weak based on date of exams and batch or
year of graduation.
