This timer is started when an RRC message for setup, modification or release of a radio bearer
is sent to the UE. When the timer expires, the corresponding procedure is aborted.
This timer is started in the source eNB when the X2AP: HANDOVER CANCEL message is sent
to the target eNB and is typically stopped when the X2AP: HANDOVER REQUEST
ACKNOWLEDGE or X2AP: HANDOVER PREPARATION FAILURE message is received.
When the timer expires X2 signalling connections at Source eNB shall be closed. Parameter is

triggered when the neighbor cell becomes A3 offset better than the serving cell. The actual

The Random Access Backoff parameter defines the backoff in TTIs that should be applied if a
random access fails.
This parameter is used to determine the total number of non dedicated RA preambles that UE
can select from (i.e. for contention based RA). The minimum cannot be zero.
Preable generation is started from the Root Sequence which is pointed by the logical root
sequence number. 64 preambles can be transmitted in the PRACH frame. If one root is not
enough to generate all the 64 preambles, then the concecutive number is selected until the full
set is generated. RACH root sequence is cell specific information and neighbouring cells shall
have a different value. RACH root sequence is transmitted in system information.
The Sintrasearch parameter defines the threshold (in dB) for intra frequency measurements.
UE can omit measurements of intra-frequency neighbor cells if serving cell is above a certain
threshold.
The Timer T300 supervises the RRC Connnection Establishment procedure.
