QoS Class Identifier

This timer is started when an RRC message for setup, modification or release of a radio bearer
is sent to the UE. When the timer expires, the corresponding procedure is aborted.

This timer is started in the source eNB when the X2AP: HANDOVER CANCEL message is sent
to the target eNB and is typically stopped when the X2AP: HANDOVER REQUEST
ACKNOWLEDGE or X2AP: HANDOVER PREPARATION FAILURE message is received.
When the timer expires X2 signalling connections at Source eNB shall be closed. Parameter is
vendor specific
Handover margin for better cell HO. Used in measurement event type A3 where the event is
triggered when the neighbor cell becomes A3 offset better than the serving cell. The actual
value is parameter value multiplied by 0.5 dB.

The Cell Reselection Timer (t-ReselectionEUTRAN) is multiplied with this factor if the UE is in
Medium High Mobility state.
The Cell Reselection Timer (t-ReselectionEUTRAN) is multiplied with this factor if the UE is in
Medium Mobility state.
The Cell Reselection Priority parameter defines the absolute priority of the serving layer. 0
means lowest priority.
Cell which are 'cell reserved for operator use' are treated as barred by 'normal' UE without an
USIM
with AC 11 or 15 inserted. UEs with AC 11 or 15 USIM inserted are specific operator Ues and
thus allowed to
camp on and access such cells. Default value not reserved.
Instance Number 1 of this list is related to the primary PLMN-Id.
The remaining instances are related to the further PLMN-Ids.

Preamble cyclic shift defines the configuration which is used for preamble generation. The
configuration determines how many cyclic shifts are needed to generate preamble. Unrestricted
set is supported.
Configuration also defines the zero correlation zone and respective maximum cell range.
Defines allowed System frame and sub-frame numbers for random access attempts, and the
preamble format.

First physical resource block available for PRACH in the UL system frequency band.

High speed flag for PRACH preamble generation determines whether unrestricted or restricted
set has to be used by UE. Unrestricted set, and thus parameter value false is supported.
The parameter Preamble Transmission Maximum defines the maximum number of random
access transmissions.
Note: The values n50, n100 and n200 shall not be used.
The Qhyst parameter provides the hysteresis value in dB for ranking criteria in the cell
reselection procedure. Parameter is used to minimize pingpong.
Parameter defines an additional hysteresis value to be applied in High Mobility state
to the Cell Reselection Procedure Hysteresis Value (q-Hyst).
Value db-6 corresponds to -6dB, db-4 corresponds to -4dB and so on.
Parameter defines an additional hysteresis value to be applied in Medium Mobility state
to the Cell Reselection Procedure Hysteresis Value (q-Hyst).
Value db-6 corresponds to -6dB, db-4 corresponds to -4dB and so on.
Specifies the minimum required Rx RSRP level for the intra-frequency neighbouring E-UTRA
cells.

The Random Access Backoff parameter defines the backoff in TTIs that should be applied if a
random access fails.
This parameter is used to determine the total number of non dedicated RA preambles that UE
can select from (i.e. for contention based RA). The minimum cannot be zero.

Preable generation is started from the Root Sequence which is pointed by the logical root
sequence number. 64 preambles can be transmitted in the PRACH frame. If one root is not
enough to generate all the 64 preambles, then the concecutive number is selected until the full
set is generated. RACH root sequence is cell specific information and neighbouring cells shall
have a different value. RACH root sequence is transmitted in system information.

The Sintrasearch parameter defines the threshold (in dB) for intra frequency measurements.
UE can omit measurements of intra-frequency neighbor cells if serving cell is above a certain
threshold.
The Timer T300 supervises the RRC Connnection Establishment procedure.

cell re-selection and upon abortion of connection establishment by upper layers
