 When emergency siren sound operations helpers did
not look for wind direction and rushes to Opr. cabin.

 Initially, helpers was observed lazy or reluctant when
siren sounded.
 AC & Exhaust were tagged but not closed during

 Emergency siren Couldn’t heard inside STG Hall.
 03 operation helpers was found in area and was not

 01 helper was found riding bicycle at truck parking area.
  Very low siren voice observed in area.
 There were 4 employees present in lawn area at the
