1.0 Background
KfW and PPAF have signed an agreement in August 2017 to execute LACIP-II as a logical
continuation of goals and objectives of LACIP-I. PPAF will serve as the Project Executing
Agency-responsible for the implementation of LACIP-II. PPAF established a special purpose
Project Implementation Unit (PMU) for the implementation of LACIP-I. The existing PMU
will continue its operations under the LACIP-II financing agreement.
LACIP-II has been developed on the basis of lessons learnt during the implementation of
LACIP-I and ground realities prevailing in the selected districts. KfW and PPAF have
selected Lakki Marwat, Buner, and Shangla districts for LACIP-II under mutually agreed
selection criteria. In addition, both the parties have selected three Partner Organizations (PO)
i.e. SRSP, NRSP, and SABAWON for the on-ground implementation of the project. Each PO
is allocated one district i.e. SRSP for Shangla, NRSP for Buner, and SABAWON for Lakki
Marwat.
The aim of the project is poverty alleviation in the target districts in association with local
governments of the districts in line with the Pakistan’s decentralization reform in Khyber
Pakhtunkhwa. It is estimated that LACIP-II will be implemented in 10-15 Union Councils of
three selected districts. Union councils will be selected based on findings of the baseline
study, information generated by POs, and consultations with the district, tehsil, and union
council authorities. In these union councils the projects measures will be identified,
prioritized, implemented, and maintained through participatory means and instruments in
consultation with village/neighborhoods councils, tehsils, and district authorities. The specific
purposes of the project are as follows:
(i) Public infrastructure allowing for better access and sustainable usage by people living
in selected project regions;
(ii) Access to income opportunities; and
(iii) Political participation in the project region and the stepping up of dialogue between
government and citizens.
At the implementation level, PPAF will coordinate with Planning & Development
Department and Local Government Department. POs will coordinate with district authorities
and village/neighborhood councils of the selected project areas within the districts. The
duration of the project is from January 2018 to December 2020 (36 months) with the
flexibility of extension.

Upgradation Projects-IAUPs) comprised of number of interventions. IAUPs will be relatively
bigger than the conventional CPIs.
PPAF will enter into comprehensive agreements inclusive of financing agreements with three
POs (SRSP, NRSP, and SABAWON). Essential requirements of the agreements are:
compliance with PPAF Manuals, field verification techniques and methods, modus operandi
of working with the village/neighborhood councils and district authorities, establishing
baselines, preparation of Village Development Plans (VDPs), data requirement as per MIS
formats, preparation of project reports, and joint preparation annual planning. KfW is
responsible for the final approval of the financing agreements.

Dovetailing of gender mainstreaming runs across the implementation of all the above
mentioned components. It is envisaged that half of the beneficiaries will be females.

PPAF will submit Quarterly Progress Reports (QPRs) to KfW for approval. POs will submit
their QPRs to PPAF, this is a prerequisite for the funds disbursements from PPAF to POs.
Completion Report will be prepared by Monitoring Consultation in collaboration with PPAF.
KfW and PPAF have prepared comprehensive TORs for monitoring consultants. NEC agrees
with the TORs in totality. Based on the experience of last two years of LACIP-I monitoring,
NEC appreciates that all the learnings and recommendations made by NEC in the NEC M&E
QPRs and Discussion Notes have been effectively incorporated in the TORs. In addition, the
proposed TORs have tightened the open ends of the project. Detailed methodology for each
activity and scope of work will be developed at the Inception Report stage in consultation
with KfW, PPAF, and POs. Below is the brief description of the activities, scope of work, and
method:
This activity includes the inputs from NEC to provide facilitation and coordination services
for: contract management (KfW-PPAF contract, PPAF-POs contracts), LACIP-II operational
planning (annual and overall in coordination with PPAF and POs), prepare support
documents for the top management of KfW, PPAF, and POs for taking strategic decisions,
reporting progress, developing success stories for replication, identify and report to the top
management critical risks whenever occur, and quality assurance of PPAF QPRs.
PMC also includes development of standardized templates for field data recording and
transfer to Management Information System (MIS) as an essential requirement for PPAF and
POs. TORs mentioned that templates will be needed for: “overviews of proposed
interventions on district level, field appraisals of proposed interventions, technical design of
CPIs and accompanying reports, project sheets for approved projects, implementation plans
for individual interventions, monitoring tools such as questionnaires and unambiguous
imaging (geo-tagged and dated digital photography), progress reporting of POs to facilitate
the envisaged milestone payments in their financing agreements with PPAF”.
NEC will develop these templates in line with the integrational requirements of MIS and
Android Application. NEC will develop these templates in coordination with PPAF and POs.
If required, services of MIS expert will also be used for establishing the synergies between
templates, MIS, and Android Application. In addition, NEC will also recommend
improvements in technical and operational manuals wherever and whenever required.
In addition to above-mentioned PMC continuous activities, some specific activities are also
part of NEC responsibilities, these are briefly described as follows:
2.2.1 Baseline Study of Selected Districts: NEC M&E will review the methodology
used, indicators selected for the data collection, and final report. NEC will facilitate in
each selected district a consultation workshop to present the findings of the baseline
study, establishing guidelines for the type of projects to be implemented, and
finalizing the selection of Union Councils in which the project measures will be
implemented. Workshops will be organized jointly by PPAF, POs, and District

administration. In addition, assist PPAF in the transfer of baseline data to MIS of the
project.
2.2.2 Review of contracts between PPAF and POs: Under this activity NEC will
review the contracts between PPAF and NRSP, SRSP and SABAWON to confirm that
the contracts comply with all the contractual required established in the main contract
between KfW and PPAF. NEC will assist PPAF in the design, content, and wording of
the contracts (Financing Agreements), including all documents annexed, (a) for the
‘Preparation Phase’, and (b) for the ‘Implementation Phase’. Implementation of the
contracts is the responsibility of PPAF. NEC will do the monitoring of contract
implementation with respect to conditions and spirit of the contract.
As mentioned above, it is estimated that under LACIP-II, 100 CPIs/IAUPs, 2,000 asset
transfers and 1,700 trainings will be implemented. NEC will do the desk and field appraisals
and design reviews of all the proposed projects. This is essentially required to ensure that
CPIs/IAUPs have been rightly identified with respect to community priorities, organizational
arrangements for implementation, designs have been developed as per the ground physical
conditions etc. NEC will review proposals submitted by POs to PPAF. Under LACIP-II, POs
will prepare Village Development Plans (VDP) inclusive of list of priority projects based on
community consultations and ground realities. NEC will review VDPs in detail; merit behind
the selection of CPIs/IAUPs, selected beneficiaries of asset transfers and training; and
designs of CPIs/IAUPs at the level of individual projects part of IAUPs. NEC will base its
review with respect to criteria established under KfW and PPAF agreement, PPAF
Operational Manual, PPAF Infrastructure Manual, and PPAF Environment and Social
Management Framework (EMSF). In addition, review of standardized projects sheets will
also be done to ensure that these are in line with the MIS requirements.
NEC desk and field review will be documented in the form of Debriefing Notes (DN) to
report the observations, inconsistencies with the standards, and recommendations.
Meaningful photographic images (before intervention) will be included in the DNs. During
project appraisal missions Android Application will be used for recording the field data and
its further transfer to MIS. DN will be presented in a joint session of PPAF and POs. In this
session, the observations raised, inconsistencies identified, and recommendation made will be
explained to PPAF and POs in detail. After securing the consent and agreement from PPAF
and POs on DN findings and recommendations, these DNs will be signed by NEC, PPAF, and
POs. Following specific actions will be taken after the signing of DNs:
Recommendations presented in DN and not covered under the PPAF manuals will be
incorporated in the manuals after the approval of PPAF.
Special efforts will be made to provide hands on training to PPAF and POs staff
during the field appraisal missions and Debriefing meetings.
NEC will assist PPAF to assess that all the conditions for the next milestone payment
to a PO are fulfilled.
This activity starts after the completion of the projects. It is targeted that NEC will do the
field monitoring of 50% of the completed projects. NEC will randomly select the projects
after the completion of projects to be reported by PPAF and POs at the end of every quarter.
Accordingly, NEC field team will prepare the field mission planning in consultation with
PPAF and POs, and conduct the quarterly field monitoring missions for the completed
projects. This detailed planning will be in line with the annual planning of the project and
NEC monitoring plan.
NEC will provide strategic inputs in the further development of MIS and Android
Application. Review of MIS and Android Application will be conducted every quarter at the
time of field monitoring. Technical assistance will cover: preparation of customized
dashboard and review of its relevance for the project’s need; process of automated data
collection implementation including building questionnaires, conducting surveys, analyzing
and presenting collected data; provide technical advice for mobile app dashboard and the
existing MIS integration, and support PPAF’s quarterly progress reporting to KfW. NEC will

support PPAF in making sure that MIS should remain productively in use and remain
functional throughout the project life. MIS should be capable of generating tables, figures,
and maps for QPRs.
Inception Report: This will be first official submission of NEC to KfW and PPAF after the
KfW and NEC agreement. Inception Report will be prepared in the light of this proposal,
PPAF and KfW agreement, and experiences learnt during LACIP-I. In the Inception Report
detailed scope of work and methodologies for each component of LACIP-II, standard
instruments of monitoring, detailed Monitoring and Evaluation Plan, and specific roles of
PPAF, PO, and NEC will be presented. Inception Report will be prepared in consultation with
PPAF, PMU and POs. The Inception Report will be submitted by the end of March 2018.
NEC M&E QPRs: NEC M&E will submit in total 12 QPRs. First QPR January-March 2018
will be a combined submission with the Inception Report. NEC QPR will be submitted one
month after the completion of the quarter. NEC M&E QPRs will be independent standalone
reports which will document the findings, conclusions, and recommendations of NEC M&E
on all the aspects mentioned above of LACIP-II implementation with respect to status of
implementation, outputs, and outcomes.
Monitoring and Reporting Plan (MRP): NEC will prepare a comprehensive MRP as an
essential part of Inception Report. This will be a live and working document liable to change
with the progress of the project, change in the situation and circumstances of the project at
different locations of implementation, and it is predominantly based on the plan of operation
of LACIP-II. Later MRP will be updated and included in the QPRs. MRP will present clear
measurable milestones through which the achievements shall be measured and especially
monitoring of outputs, outcomes, and results.
Project Completion Report: The report will conduct comparative analyses of project results
and objectives. In addition, the report will conduct an assessment of the operations of the
project, develop future monitoring guidelines for PPAF, assessment of before and after the
completion of the project. The Completion Report will be submitted three months after the
LACIP-II i.e. end March 2021.

Following are the key arrangements presented in the TORs for NEC M&E, NEC agrees with
the proposed arrangements:
(i) Duration: January 2018 – March 2021, with the option for extension depending on
project duration and demand.
(ii) Location: The Consultant should set up its office separate to PPAF in Islamabad.
Resident Engineer, Institutional Development Expert, LEP and Gender Specialist shall
be located in Islamabad for easy accessibility by PPAF.
It is expected that the Consultant’s monitoring teams will carry out 50% of their
assignment in the field. Mission schedules will be agreed upon between the Consultant
and PPAF. It is expected that in principle PPAF joins these missions as appropriate.
Each mission is documented in a Debriefing Note submitted to PPAF and POs.
The Team leader of the Consultant will manage the availability, team composition and
the quality of work of the Consultant’s experts and monitoring teams. The Consultant’s
staff reports to the Consultant’s team leader. The Consultant’s team leader is the point
of contact for PPAF.
(iii) Availability: Based on the annual plan of operations for the implementation of the
project and the realization of its interventions in each district (implementation plan
agreed with the respective PO) a monitoring plan will be set-up. This monitoring plan
reflects the milestones agreed upon with the POs and is the basis for the Consultant to
carry out his resource planning. Any additional assignments shall be communicated to
the Consultant by PPAF appropriately advanced so that the requested experts can be
made available in time. Ad hoc requests should be reduced to a minimum. It should be
documented what experts have been consulted for to keep the necessary distinction
between PPAF’s capacity as implementer of the project and the Consultant as a source
of advice to PPAF.
(iv) Competence: The required competence of the Consultant’s experts shall remain
unchanged from the original international tender carried out in 2015.
2.8 Project Team and Level of Effort Required for LACIP-II Monitoring
As it is stated in the Key Arrangement Conditions (section 2.6, clause iv, presented above)
that the competence of NEC team should remain the same as it was maintained throughout
the monitoring of LACIP-I. It is confirmed that all the team members worked during LACIP-
I will remain the part of the team. In addition, owing to the configuration of LACIP-II and
learnings of LACIP-I, TORs rightly demanded that three field teams one each for each
selected districts should be made available. Each field team will be comprised of a design
engineer, valuation engineer, and social and gender safeguards specialist. In addition, TORs
established the requirement (section 2.6, clause i, presented above) that three experts should
be placed in NEC Islamabad office i.e. Resident engineer, Institutional Development Expert,
and LEP and Gender specialist. NEC confirms that three members monitoring team will be
placed in Islamabad.
NEC considers that provision of senior staff for all the posts will be expensive might be
beyond the budget for the monitoring consultants. LACIP-I monitoring team was comprised of

very senior consultants (18-20 years of experience). It is suggested that for LACIP-II, three
field monitoring teams should be comprises of a senior expert as team leader, and two
midcareer team members (design/valuation engineer and social and gender safeguard
specialist). The senior expert will be from the monitoring team worked during LACIP-I as
monitors.
NEC considers that there will be a requirement of specialized short term experts for
specialized tasks, such as MIS and Android Application performance and quality assurance
review, statistical analysis based on MIS data, and complex physical projects designs (for
example-suspension bridges). NEC will made these experts available as and when required.
NEC has proposed a team comprised of senior and midcareer professionals with the
capabilities of executing the key responsibilities mentioned in the TORs for each team
member. Brief resumes of proposed team are presented below, detailed resumes of team
members are attached as Annexure-1. Following is the proposed team for the monitoring of
LACIP-II:
(i) Monitoring Consultant (MC) and Team Leader (TL) - Azher Uddin Khan-served
as the Team Leader for LACIP-I NEC M&E Team. He holds a master degree in
Human Settlements Development. He has over 34 years of experience in policy,
project management, monitoring and evaluation, community development, project
coordination, and project implementation. His performance as team leader for LACIP-
I M&E was highly appreciated by KfW, PPAF, and POs. During NEC M&E for
LACIP-I, he contributed in project planning and management, conflict resolution,
analytical skills, community institutional development, engaging community
stakeholders, coordination between stakeholders, facilitating parties, consulting
stakeholders, and project reporting.
(ii) Institutional Development (ID) Expert and Deputy Team Leader (Institutional
Development) - Ibad Ur Rehman holds two master degrees in Environmental
Sciences and Business Administration. He has 18 years of experience in the field of
monitoring, evaluation, and assessment of development projects throughout the
country. In addition, he served as lead consultant for many environmental
assessments, climate change policies, adaptations, and mitigations. He will be based
in Islamabad.
(iii) Design and Structure Resident Engineer (Senior) - Ahmad Khan holds a civil
engineering honors degree. He has 20 years of experience. His major expertise are in:
construction management, resident engineer, designing, water supply and sanitation,
and development of basic community infrastructure. He will be based in Islamabad.
(iv) Design and Structural Engineer –Senior Deputy Team Leader (Engineering and
Field Operations) - Kashif Masud served as the team leader for field operations for
two years of LACIP-I NEC M&E team. He holds master degree in environmental
engineering and under-graduation degree in civil engineering. He has 20 years of
experience in the field of community infrastructure designs, hydraulic structures,
environmental assessments, project management, and construction management. His
performance during LACIP-I monitoring was highly appreciated by PPAF and POs
teams. He will serve as the senior engineer.

(v) Design and Structure Engineer – Mid Career - NEC will appoint the professional
after signing of the contract. He/she will have 3-5 year professional experience with
specialization in community infrastructure engineer design and monitoring.
(vi) Quantity and Value Engineer –Senior - Muhammad Ali holds a master degree in
environmental engineering and under graduation in civil engineering. He served as the
quantity and value engineer in the NEC M&E team for LACIP-I. His performance
was highly appreciated by PPAF and POs. He has 20 years of experience in
construction supervision of infrastructure projects, evaluation of tender documents
and BOQs, project management, and material quality assessment.
(vii) Quality and Value Engineer – Mid Career– NEC will appoint the professional after
signing of the contract. He/she will have 3-5 year professional experience in the
designing of community and municipal infrastructure, quality control of construction,
evaluation of BOQs and tender documents, and consultations with the stakeholders.
(viii) Quality and Value Engineer – Mid Career - NEC will appoint the professionals
after the signing of the contract. He/she will have 3-5 year professional experience
with specialization in evaluation of BOQs, built structures, tender documents, and
material quality.
(ix) Livelihood Enhancement and Protection (LEP) Expert –Senior – Siara Bano
holds a master degree in Social Work. She served as social and gender expert in the
NEC M&E for LACIP-I. Her performance was highly appreciated by PPAF and POs.
She has 20 years of experience in community livelihood support activities. She has
field based experience for development of instruments of livelihood development
(developing and enforcing eligibility criteria of beneficiaries, income generation,
skills enhancement-training, awareness campaigns, asset transfers) in Khyber
Pukhtunkhwa (KPK). She is well versed with community organization development,
community coordination, and mobilizing communities for integrated projects. Her
communication skills in Urdu, English, Pushto and local languages in KPK are
excellent.
(x) Livelihood Enhancement and Protection (LEP) Expert – Mid Career –Aneela
holds a master degree in Social Anthropology. She has over 10 years of experience in
community livelihood development. She has served as trainer for different aspects of
community development. She has practical experience of planning, implementation,
and management of community projects with special focus on gender issues. Her
communication skills in Urdu, English, Pushto and local languages in KPK are
excellent. NEC has shortlisted this candidate for the post. Her appointment will be
made after the signing of the contract. At that stage, detailed assessment of Aneela
will be conducted.
(xi) Livelihood Enhancement and Protection (LEP) Expert – Mid Career – Ms.
Malka holds a masters degree in Philosophy and diploma in human rights. Malka has
attended various trainings regarding health and hygiene, family planning and etc.
She has about 14 years of experience in community livelihood support. She has
practical experience of monitoring and evaluation of livelihood projects, development

(xii) Project Administration & Logistics – Salah Uddin Khan served as project
administrator for NEC M&E LACIP-I. His performance was excellent in arranging
and managing the project administration and logistics. He will continue to serve as the
project administrator for NEC M&E LACIP-II.
Azher Uddin Khan by qualification is Masters in Human Settlement Development from Asian
Institute of Technology. He graduated from University of Engineering and Technology
Lahore-Pakistan in City & Regional Planning. At present working as Managing Director of
NEC Consultants Private Limited and visiting faculty in Kinnaird University Lahore. He has
34 years of experience in the field of environment and development. He served as the team
leader for NEC M&E for LACIP-I. He worked as senior consultant for environment and
urban assessment for many World Bank, Asian Development Bank, and European Union
projects. He contributed as team member in ‘National Human Settle Policy for Pakistan’,
National Reference Manual for Infrastructure Standards’, ‘Environmental Management
Framework for Community Projects’, ‘National Conservation Strategy of Pakistan’, and
many development plans for intermediate cities. He served as team leader for many
industrial sustainable development and environmental impact assessment projects, including
dams, industry, and infrastructure projects. He is the author of more than 20 national and
international research papers in the fields of environment, development, and cleaner
production.

region in the project “Promoting Better Environmental Practices (PBEPs)”. PBEP was
European Union (EU) funded project being carried out by WWF-Pakistan. He was the team
leader in carrying out Physical Asset and Socioeconomic survey for the proposed Rainee
Canal in the district Dharki, Sukkur and Khairpur. He worked as a Project Coordinator in the
Dutch funded project “Implementation of Cleaner Production Technologies (ICPT)” in
Textile Sector of Pakistan. Mr. Masud has the extensive experience of conducting EIAs, IEEs
and other environmental studies. Mr. Masud has worked as Assistant Residence Engineer at
Combined Effluent Treatment Plant (CETP) for Korangi Tanneries. He is also involved in
Process Design, BOQs preparation and Cost estimates of various treatment plants for
individual industries. He was involved in the feasibility studies of Korangi Industrial Area.
Mr. Masud has in-depth knowledge of EMS ISO 14001. He developed and implemented
EMS for the various industries.

(vi) Mr. Muhammad Ali
Mr. Ali is masters in Environmental Engineering from NED University of Engineering and
Technology, Karachi, in the year 2001. Mr. Ali got his B.E Degree in Civil Engineering, from
NED University of Engineering and Technology, Karachi in the year 1997. He has diversified
work experience of over 20 years in the field of Environmental Engineering and Civil
engineering. Currently he is working as Quantity Engineer/Engineering Valuer of Livelihood
Support & Promotion of Small Community Infrastructure Project – LACIP, Khyber
Pakhtunkhwa, Pakistan. He worked as the Manager, Construction Supervision Division for

Dutch funded program initiated in collaboration with Federation

ETPI intended to assist Pakistani industries and their
associations in identifying the most economical pollution

wastewater treatment, hazardous waste management,
environmental management systems, and corporate social
responsibility. PISD provided technical assistance to more
than 600 industrial units representing textile, leather, sugar,
and paper sectors. In addition technical assistance was also
provided to three industrial estates in Pakistan i.e. Sunder
Industrial Estate-Lahore Punjab, Qauid-e-Azam Industrial
Estate-Lahore Pakistan, and Korangi Industrial Estate-Karachi
Pakistan. Training was extended to about 700 industry owners
and top management, and 6,000 industrial workers.
Development and implementation of Sustainability Frameworks
for three industrial estates was an important component of the
programme.

Strategic Urban Assessment of Pakistan (2010-11): The study was financed by Asian
Development Bank. Served as the team member of a large multidisciplinary team. Principle
author of chapter on “Urban Environmental Issues, Strategies, Plans and Actions”.
Environmental Management Framework-II and III for Community Projects (EMF) (2009-
11): Two versions of EMF were prepared for the World Bank Funded Project titled “Pakistan
Poverty Alleviation Fund” (PPAF) as the principle author. Under the project, PPAF in
partnership with more than 100 NGOs and community organization is implementing large
number of small community projects. EMF provides guidelines, environmental criteria, and
recommends mitigations for all the proposed community projects with the perspective of
individual and cumulative impacts. In addition provided training to more than 100 field staff of
thirty NGOs on the proposed EMF.

Market Study on Energy Demands of Pakistan: Opportunities for the Dutch Companies
(2008-09): The study was financed by the Economic Cooperation Section of the Embassy of
the Kingdom of the Netherlands, Islamabad. The study covers the review of the energy
situation of Pakistan, develops links with Dutch grant programmes, international and national
environmental frameworks, and finally proposes Business Scenarios for Dutch companies.
Freelance Consultant (1991-93): Worked on multiple projects for the formulation of project
documents, conducted rapid appraisals and field surveys of irrigation and forestry projects,
developed models for irrigation infrastructure maintenance, prepared menu of environmental
projects for NWFP, developed communication strategy for disseminating the environmental
messages through a documentary drama, and served as facilitator for many projects
consultations and evaluation.
Hyderabad Master Plan (1987-88): Worked as team member. Developed economic policies
for the Master Plan, identified the relationship between economic, physical and social
variables in Hyderabad region, and developed labor force projection model for the
determination of future structure of the labor force in Hyderabad region.
Outline Development Plans for six Intermediate Towns (1985-87): Served as team leader
for the project. Outline Development Plans were prepared for the cities of Larkana,
Nawabshah, Tando Adam, Tando Allah Yar, Rohri and Mirpurkhas located in the province of
Sindh. Designed questionnaires, conducted socio-economic, land-use, education, health,
industrial and other public facilities surveys for the towns. Carried out data analysis and wrote
preliminary and final outline development plans.
Real Estate Development (1985-86): Designed Area Development Schemes for Pakistan

Teaching as visiting faculty the subject of ‘Urban Development and Environment Interaction’ to

Pakistan since 2006. The focus of the course is on discussion on urban development and
environment issues in an interactive framework in South Asia. Issues are discussed in the

Jalalpur Irrigation Project comprises of a proposed
canal off-taking from the right bank of Rasul barrage
on Jhelum river. It will be a non-perennial system,

distributaries having a total length of ~175 km. The
canal aims at irrigating about 65,000 hactares of land
