Technical Specification
The meters shall be static Watt-hour meter Single-Phase 2 wire and Three-Phase 4
wire connection, insulated mono bloc type and made of self-extinguishing
material.
Standards
The meters shall be designed, manufactured and tested in accordance with the
latest publications of the following IEC recommendations:
In addition to the standards detailed above the system supplier must provide
evidence that the production and design of the equipment and the systems
proposed for this Bid are approved to ISO 9001.
Technical Requirements
The rated surge withstand shall be 5 kV. A 5kA lightning arrestor shall be
included as standard.
The accuracy class of the meters should be Class 2 for 1-phase meters and Class 1
for 3-phase meters. The minimum re-certification period must be specified.
Data contained in the meter memory shall not be lost in the event of loss of mains
supply. The memory must be non-volatile and must not need batteries to maintain
its storage.
The supply burden is required to be less than 2W.
The meters are required to adhere to all the requirements of IEC 62052-11: 2003
and IEC 62053-21: 2003.

of three phase meter.

The meters shall have terminals with bottom entry for cables and the
arrangement shall be: L: L: N: N
Three Phase Meter: Meters shall be 3 (three) phase, 4 (four) wire for use on
neutral earthed system at 50/60 Hz power frequency.
The three phase meter must be open link, the link must be outside.
Meters shall be designed to protect the loss of data in the event of loss of mains
supply. The type of memory must be non-volatile and must not require batteries
to maintain its storage.
Constructional requirements
The Liquid Crystal Display shall be large enough for the consumer to read.
Minimum dimensions of the display shall be 50 mm x 30 mm and the characters
shall be not smaller than 15 mm.
Indicator requirements
Display requirements
The default display of the meter shall show the total electricity meter reading
expressed in kWh.
Electronic components of the meter shall be protected against under and over
voltage.
A 5kA / 5KV surge arrestor shall be equipped with the meter for protection
against transient spikes on the supply.
Mechanical Features
IP degree of Protection
The meter shall be IP 54 and shall prevent from vermin and dust ingress.
Coating shall also give high humidity resistance performance.
The meter diagram indicating the correct phase sequence and connections shall
be indicated for the user.
The Three-Phase meter terminal cover shall make the provision for either
sealing wire security seals or sacrificial plastic security seals. The meter
terminal cover shall extend beyond the terminal block and completely cover the
line, load and neutral cables so as to inhibit tampering. Short terminal covers
that do not extend beyond the terminal block shall not be accepted.
Name plate
Each meter shall have a name plate, readable from outside the meter and
indelibly marked in the English language with the following particulars of the
meter:

iv. Two representatives from the purchaser will attend the factory test for 5 days per trip.
The tests (type and routine) shall be performed as per IEC and contract document. All
the costs related to the test (including a trip of international flight from Ethiopia
(economic class, visa expenses), hotel accommodation, local transportation with in
supplier’s country and daily allowance of 100 euro/day/person, etc) shall be covered by
supplier.
