House of Worship (Mosque and Chapel)

1. Reference: Memorandum from RD PRO ARMM with cite no. RPHRDD 11-A-
171228-818 dated December 28, 2017 with subject: Revision of Best Practice Proposal.

2. Rationale:

A. Maguindanao Province is dominantly inhabited by our Muslim brothers and


sisters which comprise more than eighty percent (80%) of its total population. Generally
speaking of Muslim, they are precisely ISLAM in Religion and that would probably plenty of
MOSQUEs scattered in every municipalities, barangays and even in a small communities
situated in remote areas.

B. Considering the most potent problem arising in Maguindanao Province is the


Peace and Order situation, in which armed conflict between Government troops against
lawless elements and terrorist groups ensued throughout the year. On this situation,
government buildings, schools, vital installations, houses and even mosques can’t evade
formidable damage cause by blazing bullets and bombs of both side.

3. Definition of Terms:

Maguindanaon - ethno linguistic group living primarily in South Central Mindanao


A Moro people inhabiting central Mindanao, Philippines.

Moro People - Philippine Muslim Groups collectively known as.


Islam - the religious faith of Muslims including belief in Allah as the sole deity and in
Muhammad as his prophet

Mosque - a building used for public worship by Muslims, Mosques consist of an area
reserved for communal prayers, frequently in a domed building with a minaret,
and with a niche (mihrab) or other structure indicating the direction of Mecca.
There may also be a platform for preaching (minbar), and an adjacent courtyard
in which water is provided for the obligatory ablutions before prayer.

4. Background:

The Maguindanao, also spelled Magindanao or Magindanaw, are one of many


groups of lowland Filipinos. They are also called Maguindanaon, ethno linguistic group living
primarily in South Central Mindanao, the largest island in southern Philippines. They migrated
to the islands from southwest Asia several thousand years ago.

The Mindanao conflict, expressed in Muslim armed resistance against the


Philippine state, has deep historical roots. The Muslims, who prefer to be called Moro’s rather
than Filipinos, believe that they have never been part of the Philippines and that their present
struggle is a continuation of their ancestors’ war for independence, first launched against
Spanish and American rule, and now under the post-colonial ‘Filipino-run Philippine state’.
Hence, the state views the ongoing armed struggle of the Moro’s as an act of secession
against a legitimate state, while the Moro’s declare it to be an exercise of the peoples’ ‘right
to self-determination’ against a state which ‘illegitimately annexed’ the Bangsa Moro. This
divergence in outlook, without underestimating other political, social and economic reasons,
has been the underlying cause for the internecine conflict between the state and the Muslim
armed movement

The Armed conflict in Maguindanao Province started almost half of century,


way back during the declaration of Martial Law by then former late President Ferdinand
Marcos. It hampered the Peace and Development of the entire province, it also affects the
Socio-economic life of localities. Not likely before armed conflict in Maguindanao Province
ignite in resisting colonialism and a massive resettlement program of Christian in Mindanao
that they (Moro People) felt discriminated. They (Moro People)fight for self-determination of
“MUSLIM NATION” (BANGSAMORO) in Mindanao but now a days armed conflict is
predicated on terrorism, spearheaded by so called Islamic Jihadist.

Islam is the religion that was introduced in Maguindanao which comprise more
than eighty percent (80%) of its population. According to legend, the Magindanaw were
converted to Islam by Sarip Kabungsuan (Shariff Kabunsuan) a Muslim prince, who claimed
to be direct descendant of the Prophet Mohammed. It is in the MOSQUE where Muslims
gather with its prodigious role as the center of authority for the Muslim Community in their
political, religious and social life, it also played a vital role in the educational life of Muslims.
5. Implementation

The program spearheaded by PNP personnel shall focus on beautification and


rehabilitation of ruined Mosques and damage of armed conflict. This project can be easily
addressed through proper coordination and harmonious relationship to the Local Government
Units (LGU), with their support extended in beautification and refurbishing of mosque, derelict
and damage by armed conflict. The once dilapidated structure will turn into a comfort zone
and conducive for worship. This humanitarian gesture is carried out through proper
supervision and all out support by local residents, concern stakeholders and other partner
agencies in terms of monetary requirements that program/project could be easily undertake.

As the PNP ought to serve and protect the community,” not only always ready
for any eventualities but relatively able to restore ruined and battle damage house of worship
as best practice.

6. Result of Implementation

With the sincere and active partnership of LGU and communities, the initiative
undertaken by this office become fruitful that resulted to the beautification/refurbished of
mosques in municipalities of Datu Hoffer and Shariff Aguak and a chapel in Brgy. Labu-Labu,
Shariff Aguak (see attached photos). It commence to heightened the respect of elders and religious
sector of Islamic faith to the PNP‘s advocacy towards the realization of PNP Patrol Plan 2030
employing the core values “Makakalikasan, Makadiyos, Makatao at Makabansa”.

Through this initiative, it would lessen and virtuously addressed the Peace and
Order problem in Maguindanao province against Islamic Jihadists and Local terrorist in area
of responsibility in the since that PNPs had already gain the trust and confident of community
by giving an immediate information/report to the authorities of enemies presence, movements
and unscrupulous plans.

7. Recommendation/Revision:

The intervention through initiatives undertaken by this Office had won the
sentiment and attention of the local populace and religious leaders. By this ingenuities
undertaken, this office has greatly influence the local residents to aggressively support the
PNPs mission and mandate, likewise this office creativeness further contribute and
embolden the public to actively support the government agenda on peace and development
program in Maguindanao province.
