SUBJECT : Policies and Guidelines on the Recovery, Reconstruction and


Rehabilitation of the City of Marawi

1. REFERENCES:
a. Memo from NHQ with subject: Policies and Guidelines on the Recovery,
Reconstruction and Rehabilation of the City of Marawi dated November
20, 2017;
b. PNP Memorandum Circular (MC) No. 2017-050 dated August 5, 2017
re PNP Red Teaming Guidelines and Procedures;
c. Presidential Administrative Order No. 03 issued on June 28, 2017
creating an Inter-Agency Task Force for the Recovery of the City of
Marawi and other affected localities;
d. PNP MC No. 2017-021: Enhanced Operational Concept of
the Managing Police Operations (MPO) dated March 8, 2017;
e. JLD 02-2013 Guidelines in Providing Security for all Vital Government
and Private Projects, Undertakings, Facilities and Equipment within
Urban and Rural areas dated July 18, 2013;
f. 2003 Revised IIR of Republic Act 5487 ‘Private Security Agency Law”;
g. Republic Act 10591 “Comprehensive Law on Firearms and Ammunition
and Providing Penalties for Violations thereof dated May 29, 2013; and
h. PNP Anti-Terrorism Defense Block System.

2. PURPOSE:

This Command Memorandum Circular (CMC) aims to set the operational


guidelines and procedures to be undertaken by the PNP Offices and Units for
the recovery, reconstruction and rehabilitation of Marawi City.

3. SITUATION:

On May 23, 2017, Proclamation No. 216 was declaring a state of Martial Law
and suspending the previlage of the Writ of Habeas Corpus in the whole of Mindanao
following months of armed conflict, City of Marawi sustained significant damage to its
public structure and utilities, as well as private properties located therein, thereby
displacing thousand of its residents. The loss of lives and widespread destruction
require a unified and comprehensive effort on the part of the National Government to
rehabilitate the City of Marawi and other affected localities thus the creation of an Inter-
Agency Task Force for the Recovery, Reconstruction and Rehabilitation of Marawi City
known as Task Force Bangon Marawi.

4. OBJECTIVES:

To ensure the maintenance of peace and order in Marawi City for the safety
and security of all Internally Displaced Persons (IDPs) and to guarantee the facilitation
of the construction of temporary and/ or permanent shelters, restoration of public
utilities, such as water, electricity and other basic needs of the affected residents and
the repair and reconstruction of public buildings and infrastructure in coordination with
the LGUs.

5. MISSION:

This PRO shall undertake revitalized, strengthened Law Enforcement


Operations (LEO) and public safety services to ensure the restoration and
maintenance of peace and order in Marawi City with the active support of the
community and other stakeholders.

6. EXECUTION:
a. Concept of Operations:

The PNP shall undertake the following actions by implementing the


Operational Concept of Enhanced Managing Police Operations (E-MPO):

1 ) Regular Law Enforcement activities:


a) Intensification in the conduct of the following activities such as:
Checkpoint/Chokepoint, Beat/Foot/Mobile Patrol, OPLAN Sita
operations, OPLAN Bakal operations, OPLAN Galugad
operations, Service of Warrant of Arrest and Service of Search
Warrant; and
b) Other police interventions.

2) Security Measures:
a) Target Hardening:
a.1) Strengthen security in all PNP camps/stations,
government and non-government vital installations,
facilities, equipment and evacuation centers, IDP Camps;
a.2) Cooperation and interoperability with the armed services;
a.3) Conduct Community Anti-Terrorism Awareness (CATA)
seminar to gain the cooperation of the community in
fighting terrorism;
a.4) Ensure the security and safety of all returning IDPs in all
temporary and permanent shelters and other
insfrastructures; and
a.5) Provide security for NGOs and other civic organizations
that will conduct medical, dental and distribution of relief
goods in Marawi City.

b) Border Control Operations:


b.1) Establishment of checkpoint/chokepoints in the
entrance and exit points of the Main Supply Route
(MSR) in coordination with AFP to avoid entry and
exit of criminals and other spoilers;
b.2) Implementation of a security plan between
boundaries of adjacent provinces/municipalities; and
b.3) Intensify coordination with AFP and other law enforcement
agencies for better police response management.

c) Social Investigation:
c.1) Intensify inventory and profiling of Masjids, Ulama and
Madrasah; and
c.2) Intensify inventory and profiling of returning IDPs.

d) Proper deployment of resources:


d.1) Forward deployment of PNP forces on critical areas
vacated by the AFP;
d.2) Establishment of Special Reaction Team (SRT) which
shall be strategically located to easily respond to crisis
situation or other eventualities; and
d.3) Utilization of force multipliers for anti-criminality efforts.

3) Information Operation:
a) Maximum quad media information dissemination of security
measures, anti-criminality tips and public safety services and
hotlines; and
b) Intensification of public awareness campaign on terrorism,
criminality and public safety.

4) Conduct of SIMEX/CEREX/COMMEX:
a) Simulation Exercise (SIMEX)- An activity designed to assess,
enhance and evaluate preparedness. Its purpose is to promote
preparedness by testing policies and plans, SOPs and
personnel training;
b) Crisis Emergency Response Exercise (CEREX):
b.1) Man-made (Local Chief Executive/Police); and
b.2) Natural disasters (OCD/DRRMC).
c) Communication Exercise ( COMMEX)- communication net
diagram. Regular radio checks with deployed personnel.

5) Red Teaming:
a) Organize red teams to challenge your security preparations:
and
b) Role play the adversary and assess vulnerabilities and
limitations.
6) Feedback Mechanism- Institutionalize various security measures on
identified gaps and lapses of units/offices to improve operational
readiness and preparedness.

7) Offensive Stance:
a) Intensify offensive stance on Internal security Operations and
Terrorism; and
b) Utilize Inter-Agency Committee on Legal Actions (IACOLA) to
effectively fight all forms of criminality and terrorist acts.

b. Tasks:

1) DRDO
a) Act as the overall in-charge in the implementation of this
CMC;and
b) Perform other tasks as directed.

2) ROPD
a) Monitor and supervise the implementation of this CMC;
b) Undertake the necessary preparation and coordination with
other concerned government agencies; and
c) Perform other tasks as directed.

3) RID
a) Provide timely information on criminality, terrorism and public
safety;
b) Monitor and supervise CI operations, as necessary; and
c) Perform other tasks as directed.

4) RIDMB
a) Monitor and supervise investigation of cases;
b) Provide updated list of wanted persons; and
c) Perform other tasks as directed.

5) RPCRD
a) Implement Information Operation Plan (IO) and Startegic
Communication (STRATCOM) Plan to support this CMC;
b) Provide public awareness materials for distribution/ posting/
release to quad media;
c) Coordinate the participation, cooperation and support of
LGUs, and other National Government Agencies and Non-
Government Organizations;
d) Conduct aggrasive advocacy seminars on violent extremism;
e) Conduct symposiums on Madrasahs to be participated by Ulama
and Uztads;
f) Mobilize force multipliers and community-based volunteers to
support security operations;
g) OPR for the management of in kind donations given to the
PNP; and
h) Perform other tasks as directed.

6) RPHRDD
a) Provide personnel to complement augmentation, if needed;
b) Process the additional subsistence allowance to personnel
deployed (as necessary);
c) Initiate the filing of administrative charges against personnel who
will not comply with this CMC, in coordination with RIDMD; and
d) Perform other tasks as directed.

7) RLRDD
a) Provide logistical and POL support to tasked offices/units; and
b) Perform other tasks as directed.

8) RCD
a) Provide funds to support the implementation of the CMC; and
b) Perform other tasks as directed.

9) DIPO WestMin
a) Act as area supervisor of tasked units under your respective
AOR in the implementation of this CMC;
b) Recommend deployment of Public Safety Forces as augmented to
LEO in strategic areas, if necessary;
c) Monitor and manage critical and significant incidents in AOR; and
d) Perform other tasks as directed.

10) All PDs/CDs


a) Ensure security and safety in places of convergence and to areas,
equipment, installations and infrastructures vulnerable to
terroristic attacks in coordination and collaboration with LGUs,
concerned LEAs and NGAs and private security providers;
b) Implement E-MPO as deterrence to crime and for effective delivery
of public safety services;
c) Supervise PPOs/CPOs/MPOs in the implementation of this CMC;
speareheaded the conduct of Red Teaming activities to ensure
affective implementation of tasks by units under respective AOR;
d) Ensure that all established checkpoints shall conform with the
PNP Police Operational Procedures manual;
e) Maximize use of available body camera during police operation;
f) Activate community defense system against lawless armed groups
and undertake active security measures to prevent any forms of
criminality anf terroristics acts;
g) Conduct inspection on the deployment of personnel to ensure their
presence and alertness in their respective areas of responsibilities;
and
h) Perform other tasks as directed.

11) RCSU 12
a) Conduct Red Teaming operations and/or SIMEX to deployed
Private Security Personnel ( such as Security Guards, Private
Canine Teams etc.) of Private Security Service Providers (PSSPs)
in coordination with client/s of subject PSSPs, PNP territorial units,
AFP counterparts, LEAs and other concerned government
agencies;
b) Enforce applicable laws and directives pertaining to the use, sale
and transport of firearms and ammunition, likewise provide
support to the PNP terrirtorial units, AFP counterparts, LEAs and
other concerned government agencies;
c) Conduct inventory and turn-over all firearms confiscated during the
Marawi City incident to the FEO-PNP in coordination with DIPO-
WM, PRO ARMM and concerned AFP counterparts; and
d) Perform other tasks as directed.

12) RPHU 12
a) Deploy Road Security Measures to major thoroughfares for
road safety and traffic management in coordination with the
concerned agencies;
b) Launch anti- carnapping and anti- hijacking operations;
c) Provide public safety tips on road safety anti- carnapping and
anti-hijacking; and
d) Perform other tasks as directed.

13) Maritime Group


a) Undertake appropriate security measures in seaports/wharf in
Lake Lanao in coordination with concerned agencies and entities;
b) Establish Police Assistance Desk (PADs) in seaports/wharfs; and
c) Perform other tasks as directed.

14) RCEO
a) Ensure the inter-operability of communication equipment among
PNP units;
b) Coordinate, mobilize, and deploy volunteer radio groups to
assist PNP tasked units;
c) Provide technical assistance and equipment to tasked units
during emergency; and
d) Perform other tasks as directed.

15) RHS 12
a) Alert medical teams with ambulance ready to respond to emergencies;
b) Provide medical assistance to tasked units; and
c) Perform other tasks as directed.

16) RCLO 12
a) Conduct Disaster Victim Identification (DVI) and SOCO and
render investigative technical assistance to units/agencies in the
crime investigation; and
b) Perform other tasks as directed.

17) SAF
a) Alert Quick Response Teams (QRTs) in support to PROs; and
b) Perform other tasks as directed.

18) EOD/K9 Group


a) Organize and provide EOD/K9 teams to conduct Render Safe
Procedures (RSP) and disposal operation of IEDs and UXOs; and
b) Perform other tasks as directed.

19) CIDG 12
a) Launch operations against lawless elements, criminal gangs and
terrorist groups; and
b) Perform other tasks as directed.

20) RPMU 12
a) Conduct assessment on the extent of damage of PNP
properties in Marawi City;
b) Provide engineering support to police operations and technical
assistance to tasked units/offices for recovery, reconstruction
and rehabilitation of Marawi City; and
c) Perform other tasks as directed

21) RHSG 12
a) Provide storage facility for the donated goods given to the PNP;
and
b) Perform other tasks as directed.

22) RTOC 12
a) Consolidate SITREPs and inform all concerned;
b) Monitor situation of roads and bridges, significant and critical
incidents and all essential information pertaining thereto for widest
dissemination;
c) Inform all concerned of any additional instructions and directives
from PRRD, SILG, Command Group and TOC; and
d) Perform other tasks as directed.
