Passenger Transfer: Risk Assessment Is Paramount: Life Saving Rules
This document discusses the importance of risk assessment when transferring passengers between vessels. It describes an accident that occurred during a single passenger transfer where the swell conditions exceeded standards. The three main points made are: 1) it is paramount to properly assess conditions like swell height and visibility before any transfer; 2) passengers can be distracted during disembarking so special care is needed; and 3) prioritizing safe passenger transfer is of the highest importance.

PASSENGER TRANSFER: RISK ASSESSMENT IS PARAMOUNT
This Safety Post provides thought on an accident which happened during transfer of a single passenger. The swell conditions were above the BOURBON personnel transport standards. The passenger was travelling home. We should always remember that passengers can be distracted while disembarking - already “off” in their mind, even if still in the oil field. For a quick “touch and go” single passenger transfer, it is paramount not to underestimate the risks. Safe passenger transfer is of the highest importance. Prior to starting any transfer, always take time to assess the conditions (Swell height, visibility, Boat Landing condition…).
THE SAFETY POST IS BASED ON REAL EVENTS - PLEASE PRINT, POST AND DISCUSS THIS ISSUE!
LIFE SAVING RULES
DO: • Prior to any transfer, perform soak periods to assess the swell height at the boat Landing. (#1) • Ensure good communication between AB and Passenger and the use of the BOURBON personnel transport standards orders. • Ensure proper supervision of each transfer - always be prepared for the unexpected. • Report to the Operation Manager any safety concerns. DON’T: • Neglect the decision matrix for passenger transfer (boat landing conformity, weather conditions etc…). • Hesitate to STOP WORK and re-assess options. (#2)
