Background Information
The Information Management Officer - Social Protection for Tea Workers will be
located at the UNFPA Bangladesh Country Office in Dhaka.
The Government of Bangladesh and UN Agencies working in Bangladesh will
implement a two-year joint programme in Sylhet region among 360,000 tea garden
workers, and their families, as well as trade unions with an aim that these
beneficiaries will be empowered to claim their rights to social protection and
development, information and participation, as well as labour rights.
The proposed joint programme will be led by a National Advisory Committee (NAC)
and will be directly managed by a Programme Management Committee (PMC)
undertaking joint planning and coordination, monitoring and reporting to ensure
coherence and efficiency. The Government will jointly implement the programme
with participating UN agencies ILO, UNICEF, UNFPA and UN Women. Partners will
be led by the Ministry of Labour and Employment (MoLE) as lead ministry,
Bangladesh Tea Board under the Ministry of Commerce (MoC), the Ministry of
Women and Children Affairs (MoWCA), the Ministry of Social Welfare, Bangladesh
Tea Association (BTA, comprised of tea garden owners), Ministry of Health (MoH)
The Joint Programme will follow a life cycle and leave no one behind approach and
will address the right to development and related human rights through a mix of
system strengthening, policy advocacy and coordination, capacity development,
data generation and analysis, and enhanced service delivery, which will over time
lead to improvement in health, education and skills, more decent work and working
conditions, expanding effective coverage of social protection and greater
empowerment.
The Information Management Officer (IMO) will be an integral part of this project and
will manage the collection, analysis and sharing of information that is important for
the project to make informed (evidence based) strategic decisions; and to provide
advice, support and recommendations regarding enhancement of livelihood of
intendent project beneficiaries.
Job Purpose:
Under the direct supervision of Chief-PPR and overall guidance of the Deputy
Representative, UNFPA Bangladesh the IMO shall substantively contribute to the
development of the results based framework, and strategies for operationalizing the
management information system of the joint Social Protection for Tea Workers
project. The IMO will support the delivery of the project by supporting the
establishment of a MIS and M&E system for planning, monitoring and reporting of
results. S/He will ensure and guide the appropriate application of systems and
procedures and develop enhancements if necessary.
Main Tasks & Responsibilities
As a part of the UNFPA's team in UNFPA Country Office the IMO is expected to
work closely with field colleagues`, with the Population Planning and Research Unit,
SRHR unit and other UN agencies in Dhaka to deliver on the following: Design and
Implement MIS System for the Social Protection for Tea Workers project:

Develop and implement M&E plan including a design of MIS of the Social
Protection for Tea Workers project to generate regular information related
to progress of the project;

Develop/update common indicators for data collection, update data collection


tools/ templates, and assist for regular data collection/generation process;

Plan for all information management related products produced by the


relevant agency;

Design necessary data collection forms, ensuring that the purpose and use of
data collected is clear and that questions are simple, clear and collectable;

Organise and manage data input from data collection forms and conduct
initial analysis of the data;

Provide information management services to support population data


management activities including population estimation, information flows
from established systems, movement tracking, standard setting/promotion
and dissemination;
Provide oversight and technical support to project staff on implementing M&E
plan and MIS particular focus on results and lessons learned;

Track results of projects on the periodic basis in close coordination with


project's implementing team as well as with IPs;

Liaise with Implementing Partners (IPs) to collect, analyze and report data on
results and inputs;

Update and maintain the project databases in collaboration with IPs.

Provide technical support to staff members for all MIS/ M&E related activities,
promoting a results-based approach to monitoring and evaluation,
emphasizing results and impacts;

Train project staff members on MIS/ M&E concepts, skills and tools. Work
closely with IP staff for enhancing their capacity for proper data collection
and reporting;

Contribute to design training materials, communication materials related to


project and MIS/ M&E System.

Integrate the UNFPA's data with other agency data

Reporting and Documentation:

Coordinate the preparation of all progress reports; guide staff and executing
partners in preparing their progress reports in accordance with approved
reporting formats and ensure their timely submission;

In collaboration with Communications Focal person of the project, collect


and/or assist to collect case story, best practice documentation, lesson
learn; and update and manage those information in reports and other
products;

Quality Assurance:

Check, verify and compile data from the field as stipulated in the project
document/ M&E plan;

Establish an effective system for assessing the validity of monitoring and


evaluation data through a review of activities/installations, completed
monitoring forms/databases, and a review of aggregate-level statistics
reported;

Ensure that quarterly / six monthly / yearly reports from partners are complete
and meet the quality requirements;

Review field level assessment reports, baseline studies and evaluation


reports.

General responsibility:
Check that monitoring data are discussed in team meeting to guide future
actions;

Prepare monitoring field visit plan and undertake regular visits to the fields to
support implementation of MIS and monitoring and evaluation, check the
quality of data produced, and to identify where adaptations might be
needed;

Conduct regular monitoring to project sites to assess progress of programme


implementation using standard monitoring and evaluation tools and
methodologies;

Undertake any other assignments as may be requested or delegated by the


supervisor and UNFPA CO.

Qualifications and Experience

Education:

Bachelors' degree in Social Sciences, Development Studies, Statistics,


Business/Public Administration / public health and/or other related fields. A
strong competency in research methods preferred.

Knowledge and Experience:

A minimum of 5 years of professional experience in planning, designing and


management of development programme/projects. Substantive knowledge
and understanding of the Bangladeshi socio-economic, cultural and political
conditions and specific expertise in planning, monitoring and evaluation are
expected.

Knowledge of UN policies and practices is an asset.
